Only the worker and peasant militias will be able to definitively crush the murderers of the people and expropriate the plunderers of the nation! For the dissolution of the army officer caste, of the police and all the repressive forces of the State!
To have bread, education, health and decent retirement: Nationalization of the hydrocarbons, lithium and other minerals without compensation and under workers' control! Expropriation of the lands of the landed oligarchy of the Media Luna without any compensation!
As a part of the offensive of US imperialism in the region, in the afternoon of June 26, the then general and commander of the Bolivian army, Juan José Zúñiga, together with hundreds of hooded, armed soldiers and military vehicles, took over the Plaza Murillo in the city of La Paz, breaking the main gate of the Presidential Palace with a tank to allow the entry of Zúñiga.
After announcing the quartering of the Armed Forces, Zúñiga announced to the press that “an elite has taken over the power of the State" and that the Armed Forces wanted to "restructure democracy” and also asked for "the freedom of all political prisoners", mentioning the 1919 coup perpetrators Añez, Camacho and some officers. A day before this event, Zúñiga had been removed from his post after making statements about "the military will not allow Evo Morales to return to power".
Within hours of the attempted coup, cowardly Arce, far from confronting the murderous and coup-plotting officers, begged them to withdraw. Faced with their refusal, he changed the military high command, leaving the rest of the Armed Forces intact, appointed General José Wilson Sánchez as the new commander, who in turn ordered the withdrawal of the mobilized troops, which obeyed their commander in chief. It was not Arce who gave the order, who according to the constitution is the actual commander in chief, but Sanchez, and the coup leaders complied disciplinedly in just a few minutes.
Thus Arce called for "calm" and dressed as "democratic" the same caste of officers whose hands are stained with workers' and peasants' blood for the Senkata and Sacaba massacres; during 2003-2005; and the shootings and bombings on the Siglo XX and Catavi mines.
This was the achievement of the attempted coup: the Banzerist military party has returned as a key and independent factor to intervene in and settle the MAS internal disputes and in the political crisis of Bolivia and its party regime.
To pass Sanchez off as a "democratic" general is an infamy. The same happened with the attempted coup in Chile, called “Tancazo” in 1973, which took place months before the September 11 coup. Socialist president Allende and Fidel Castro saluted and appointed Pinochet as Commander in Chief, allegedly the general who was to defend “democracy”. The die was cast: in command was the one who had stopped the coup plotters, and it was the same Pinochet who later led the coup in September, unifying the whole caste of officers of the Armed Forces behind himself to crush the proletariat.
This is the manual of the military coups organized by the Pentagon. In Bolivia, the military party has returned to the regime with an enormous strength because it is the one that controls the "coup plotters" with one hand and has in the other, with an iron fist, the chattering politicians of bourgeois "democracy" in its grip. No doubt, it will be this same military leadership appointed by Arce which, if required by imperialism, will not hesitate to carry out new coups d'état, to deepen U.S. colonialism in the region.
The US imperialism in their offensive of plunder and colonization are not expanding democracy, on the contrary, they bring genocide as they do in Palestine together with Zionism to keep the gas and the lands, we see it with military troops filling Peru, Colombia, Ecuador, Chile or Argentina. These are the international conditions that are shaping the harsh situation suffered by the masses in Bolivia.
A scenario of political and economic crisis marked by the scarcity of fuel such as diesel, the lack of dollars that the mining transnationals or the agro-industrialists of Santa Cruz are taking off-shore, added to the repayment of the fraudulent foreign debt by the MAS governments to the IMF, which generates a brutal inflation of prices of food and basic inputs of the working and peasant families and even of the middle classes.
If we have arrived at this lamentable situation for the exploited, it is because the workers' movement has been torn apart and Made kneel down to its executioners by responsibility of the COB leadership headed by the traitor Huarachi, who yesterday was with Morales, then supported the fascist Áñez in the Pacification Pact together with the MAS under the tutelage of the UN and the OAS. Now as an appendix of the Arce government, as was to be expected, he has again played a cynical role. Far from calling for the worker and peasant militias to be set up, for the rank and file soldiers to disobey the army generals and imprison all the coup plotters in order to dissolve that caste of murderous officers and thus march to the Government Palace with the militia of workers and poor peasants, they cowardly told Zúñiga to retreat to the barracks and threatened with an "indefinite strike" if he did not do so, while they waited and gave the Arce bourgeoisie time to name a new general of the Armed Forces, as if a military coup d’état could be confronted with press conferences, papers or peaceful strikes! Traitors! With these leaderships you cannot fight, much less succeed!
Before it is too late, the working class must break with the straitjacket of its leadership on its knees to the government of the day. With this leadership of the traitor Huarachi we cannot confront the Banzerista military.
Let us fight for an independent and revolutionary COB without submission to the MAS and the fascist Crescent oligarchy! For a COB Congress! One delegate for every 100 workers and peasants from the whole Bolivia to reestablish the unity of the exploited. Let us throw out all the collaborationist bureaucrats! Let the COB break definitively with the MAS bourgeoisie!
We must reconstitute the workers and peasants alliance, conquer the General Strike and the self-defense committees, aimed at setting up the workers and peasants militias as in 1952. Only with the workers in arms it will be possible to definitively crush the murderers of the people.
For committees of rank and file soldiers that pass over to the side of the people! For them to defy the orders of the military leadership and to imprison all the coup plotters! Dissolution of the army officer caste, the police and all the repressive forces of the State!
Justice for the murdered and wounded of Senkata and Sacaba! Without justice there will be no peace for the government! May Camacho, Áñez and all the coup plotters rot in jail!
The crisis has to be paid by the capitalists and imperialism! Out with the IMF, the UN and the OAS! For the people to eat: Let’s expropriate the Santa Cruz oligarchy, all the capitalists, their lands and their banks without compensation and under workers' control! Let’s expropriate the transnationals without compensation and under workers' control! As in 2003-2005 "Neither 30, nor 50%, 100% nationalization" of lithium, all minerals and hydrocarbons.
No to the payment of the fraudulent foreign debt! For the rupture of the economic, political and military treaties with imperialism Nationalization of foreign trade!
Out with the gringos! For a provisional revolutionary government of the COB, of workers and peasants, supported by the armed masses! Because only such a government can even call for a democratic Constituent Assembly and break with that infamous constitution agreed upon by the OAS in 2008 with the MAS and the Media Luna that only guarantees them the best lands and the plundering of the nation by the transnationals.
The struggle against the attempted coup in Bolivia and the policy of plunder of imperialism in Latin America belongs to the whole working class in the continent. For a struggle of the workers and peasants against the governments and regimes that are servants of the US imperialism, together with the working class of the USA.
