Neither with Arce, nor with Morales, nor with the Santa Cruz oligarchy, nor with the businessmen, nor with the transnational corporations...
We must set up the power of those from below,
the workers and peasants!
The Mineworker’s Congress first day opened with booing and shouts of “Get out!” directed to Juan Carlos Huarachi, who wanted to stay in office. The urgent task is to expel Huarachi 's bureaucracy from the COB, which, by tying the fate of the masses to the pro-imperialist government, has torn apart and divided the workers' ranks. OUT WITH HUARACHI!
With the COB at Arce's feet and sectors of the peasantry subjected to Morales, the MAS plays the historic role of breaking the worker-peasant alliance and opening the door to the fascism of the Media Luna.
Neither Arce, nor Morales, nor Manfred , nor Tuto, nor the fascist Camacho, nor the murderous generals of the Armed Forces. No bourgeois gang is going to solve the crisis, neither the looting, nor the hunger, nor give the land to the peasants. The working class is the only one that, by welding a worker-peasant alliance, can provide a revolutionary solution to the crisis!
The economic crash is here and today Bolivia finds itself at a crossroads: either the bourgeoisie provides a way out with unprecedented suffering for the masses as it already attempted with fascism in 2019, leaving dead and wounded as in Senkata and Sacaba or also with the 2024 coup attempt by the Armed Forces, or the way out is provided by the workers and peasants in an independent struggle, setting up their self-defense committees aimed at conquering the worker and peasant militias and turning the miner's dynamite against the fascist gangs, the murderous military and police, calling on the privates to set up their Committees to disarm the Banzerist officer caste.
Before it's too late:
For a revolutionary and independent leadership of the COB, fighting to establish workers' and peasants' militias as in 1952, under the legacy of the Pulacayo Thesis!
Break with Arce's MAS, Morales' faction, and all the bourgeois gangs fighting over who will be the new agent of imperialism!
To stop the attack of our executioners, the FSTMB Congress must urgently call for a “Cabildo abierto” (open assembly) to all workers and peasants to establish the power of the people below:
For a National Congress of mandated grassroots delegates from the Mining Federation, the COR’s , the COD’s , the teachers union, the factory workers, urban sanitation workers, Fejuves , and all the workers of Bolivia! without bosses, nor “worker” ministers.
In the face of the capitalist crisis and imperialist plunder: A revolutionary solution for workers and peasants must be imposed!
That is why the first resolutions of the Mining Congress must be:

Nationalization without compensation and place under workers' control the hydrocarbons, lithium, and all minerals! To have bread, fuel, cheap food, and dollars.
According to the Ministry of Mining in 2023 the export of minerals amounted to US$ 5,700.4 million and the collection of mining royalties left the miserable amount of US$ 220.2 million which is only almost 4%, while they are US$ 5,480.2 million fleeing the country.
Let the cry of 2003-2005 return: Neither 30%, nor 50%, nor 4%, nationalization without compensation and place the hydrocarbons under workers' control! Out with the gringos!
- Expropriation without compensation of the banks so that the incoming and outgoing dollars be under the control of workers' organizations. A single state bank to provide cheap credit to poor farmers. Nationalization of foreign trade under the control of the COB! Out with the transnational corporations! Don’t pay the fraudulent foreign debt: Out with the World Bank and the IMF!
- Expropriation of every land over 500 hectares from the fascist oligarchy of the Media Luna without compensation, to be given to the poor peasants so the people can eat! Against speculation: Price Control Committee!
- Nationalization without compensation and place under workers' control the entire production sector, of all mines in the hands of transnational corporations and cooperative bosses!
- No more miserable wages! Open the company accounting books to prove their huge profits! Factory or mine that closes, suspends, or lays off workers should be put under worker control without compensation.
- A minimum, living, and mobile wage indexed month by month to the cost of living! A sliding scale of working hours, so that all available hands can work.
- Trial and punishment for all the generals of the Banzerist army, coup plotters, and murderers of Senkata and Sacaba! Rifles, machine guns, Bolivia will not shut up!
Against the power of those from above, let us raise the power of those from below:
For a provisional revolutionary government of workers and peasants!
