On September 4th, imperialism, the bourgeoisie and the anti-worker government of Boric and the CP want to take the exploited once again to the polls of this infamous regime, this time to force them to choose between “Approve” or “Reject” the proposal of "new" Constitution. This is guaranteed by all the treacherous union bureaucracies, headed by CUT, and with the complicity of the reformist left. All of them supported this "constituent process" fraud to take the masses off the revolutionary struggle that began in October 2019.
For an entire year, that scam of the Constituent Convention was in session, totally rigged, with the sole objective of saving Piñera and the entire regime, who were cornered by the revolutionary uprising of the workers, the rebellious youth and the masses in struggle. Now they present their "new" Constitution, which is a true scam because it does not give anything to the exploited masses or solve any of their demands, neither bread, nor work, nor decent wages and pensions for workers, nor land for poor peasants, nor free education for the workers' children, nor the rupture with imperialism and the FTAs, nor the renationalization of copper without compensation and under workers' control...
This is the highest degree of “democracy” that the Pinochet regime and its Constituent Convention can provide, which is nothing more than the shell of the most ferocious dictatorship of capital. This is what the workers and exploited of Chile suffer with an annual inflation that exceeded 13%, which has cut down the already meager salaries and the miserable pensions, while the high schools where workers’ children study are falling apart and do not have any basic necessities (such as teachers, good food, etc.), when even the AFPs and the insuring companies make fortunes from the business they do with our savings, let alone the looting of natural resources, such as copper, which the imperialist transnationals make large profits.
That Constituent Convention and its "new" bourgeois Constitution, an appendage of the civic-military regime and protected by imperialism and the genocidal generals, do not even come to guarantee minimally democratic demands such as freedom for the political prisoners of the revolutionary struggle and trial and punishments for the murderers and repressors of our martyrs and of the hundreds of fighters mutilated by the pacos (cops). The more this “democratic” rodeo was imposed, the more the fascist gangs raised their heads attacking migrant workers in the north of the country and high school students in Santiago and murdering the fighter, Francisca Sandoval. Meanwhile, Boric’s government and the CP keep Araucanía militarized with the Pinochet army. This is the "democracy" of this civic-military regime that defends this new Constitution that guarantees the rule of the exploiters against the working class, the rebellious youth and the exploited masses!
As if that were not enough, after imperialism and the capitalists imposed and staged this anti-democratic farce of the "constituent process" with a "new" Constitution that only responds to their interests, they force the workers and exploited to vote in the plebiscite of 4/9, which is the most undemocratic of the rigged and protected Constituent Assembly. In that plebiscite, you can only vote “I approve” or “I reject” a “new” Constitution that was drafted by 155 convention members, behind the people’s backs. Meanwhile, the Parliament of the bosses' politicians reserves the right to amend or reform as many articles as they please of the constitutional text, written by that Constituent Assembly of the ruling class that assembled to take the workers and the rebellious people off the Plaza Dignidad, La Alameda and the streets of all Chile. This “way out plebiscite” is a fraud!
Today imperialism and the bourgeoisie can impose this new scam on the poor people thanks to the betrayal of the leadership of the Social Unity Talk to the revolutionary struggle of October 2019
If today we are suffering these conditions, it is because they expropriated and betrayed the revolutionary combat of the masses that broke up for all their rightful demands, fighting to topple down Piñera and the regime of the 1980 Constitution. This role was fulfilled by the collaborationist bureaucracies of the CUT and the Social Unity Talk in the hands of the CP and the Frente Amplio (Broad Front) that closed the path to the Revolutionary General Strike to isolate the working class from the rebellious youth and the masses in struggle, and submit them first to the “entry plebiscite”, then to the elections for Constituent Assembly, then to vote for the class collaboration front of Boric, the CP and the DC and now with the “exit plebiscite” scam.
Today we are in a bad situation, worse than before, because these leaderships prevented the working class from leading the oppressed masses as a whole from leading the revolutionary combat to victory, overthrowing the government and the entire regime to seize power.
With their call to vote I Approve, once again the renegades of Trotskyism, led by the MIT / LIT-CI, legitimize the scam of the new Constitution of the Pinochet regime
In their various statements, groups such as the MIT, the MST/UIT-CI and the POR (Argentine PO Tendency) call for an open vote for ‘I Approve’ on 9/4, becoming defenders of the scam of the new Constitution. This policy is headed by MIT, which was an integral part of the drafting of the Constitution in the Constitutional Convention. That is why the policy they are raising today is not by chance. Their conventional member María Rivera, since day one the leadership of MIT have embellished and legitimized that Convention scam. They want Rivera's own words to be forgotten, which she had stated on television that "she was not going to participate in a session at the Convention until the political prisoners were released"... Not only did they not miss a single session, but they have sowed illusions that, hand in hand with that rigged Constituent Assembly, the masses could conquer all their demands. They called for the Convention to dismiss Piñera and for that totally Bonapartist bourgeois institution to assume power (as the PTR/PTS also did at that time). And now MIT seeks to justify its support for this new pro-imperialist bourgeois Constitution under the excuse of "dialogue with the millions of workers who have expectations" in it, when they collaborated in creating such "expectations" in the masses, making them believe that hand in hand with that bourgeois power protected by the Armed Forces, it was possible to defeat Piñera and the Pinochet regime and grant democracy, bread and freedom to the exploited.
Today they say that they vote ‘I approve’ "critically, against the Pinochet Constitution" and the Right, while affirming that the new Constitution has "progressive points" that should be defended, proving to be, precisely, the "critical" defenders of that an appendix institution of the Pinochet generals and the imperialism they set up to keep their domain safe. They have become, together with the former Concertación, the Broad Front and the CP, in a front of class collaboration to continue subjecting the masses to this circus and deadly trap.
The MIT/LIT-CI is actually consistent with the policy that has been carried out throughout Latin America, i.e. calling for votes, with the excuse of "confronting the right", at the front of Boric, the CP and the DC in Chile, Castillo in Peru, Petro in Colombia and how they are about to do with Lula in Brazil. This time, before the plebiscite on 9/4, they want to convince the masses that we are facing a "confrontation" between a Constitution with "democratic" aspects that "must be supported against the Constitution of the dictatorship", hiding that both, the one from '80 and the one from 2022, have the same boss: imperialism and the Pinochet generals. This is how the renegades of Trotskyism end up, reissuing the classic Stalinist policy of supporting the "progressive bourgeois camps" or "democratic camps", being part of this deadly trap that was imposed with the sole objective that the working class and the masses do not retake its revolutionary combat and to strengthen the accursed civic-military regime that today is administered by the Armed Forces and the CP.
Down with the trap of the constituent process! Down with its puppet plebiscite!

In order to achieve this, the task of the moment is to impose the rupture of all the militant worker and student organizations with Boric's new Concertación and the scam of the “constituent plebiscite”. We must topple down the collaborationist bureaucracies of the CUT and the Social Unity Board!
We must set up, from the factories, mines, ports, workplaces, high schools and universities, assemblies and unitary committees of the working class and the rebellious youth! 50 years after the revolution of the '70s, today it is more urgent than ever: May the Industrial Cordons return!
From the Coordinadora 18 de Otubre, the relatives of the political prisoners, the secondary students’ groups that keep on mobilizing, have all the authority to call for the regrouping of the forces of the workers and the rebellious youth to face the scam of the plebiscite and the new Constitution.
The militants of the MIT and the entire LIT-CI, first of all the miners of the Intercompany Mining Union - SIM, who have been fighting for the reinstatement of their dismissed leader, must break with the class collaboration policy of the leadership of the MIT/LIT-CI which kneels the workers before the fraud of the plebiscite and the new Constitution. Nothing prevents them from putting their forces at the service of calling the working class and the masses to re-organize and rise up against the swindle of the constituent process and this bloody government and regime, which is also the way to end the layoffs and the conditions of super-exploitation that the new Constitution comes to guarantee. Otherwise, they will be responsible for this new scam that workers will continue to pay dearly.
The PTR/PTS have been denouncing the plebiscite as a "new historical fraud" and calling for a "null" or "blank" vote, to fight for an "independent policy from the working class and the popular sectors." There is not the slightest possibility of achieving a policy of class independence without confronting Stalinism that is in power today, the CUT bureaucracy and all the collaborationist leaderships of the Social Unity Board that subjugate the working class and the masses to the anti-worker and pro American Government of Boric and to this trap of this puppet plebiscite. If they are really going to confront this "historical fraud", they must put all their forces to confront those who guarantee it and make this perspective true. There is no time to lose!
The way is to return to the fight for the renationalization without compensation and under workers' control of copper and all natural courses, for the expropriation without compensation of the bankers and the AFPs, of all the large lands, forest companies and imperialist monopolies.
For self-defense committees and the workers' and peasants' militia against the police and to crush the fascist gangs! Committees of rank and files soldiers! Dissolution of the Police!
We must impose the end of the “state of exception” in La Araucanía, defeat the Pinochetist officers’ caste, put an end to their robbery of the copper businesses and expel the U.S. military base from Con Con. For rank-and-file soldiers Committees that break with the officialdom and come with their weapons to fight alongside the people!
Freedom for all political prisoners and trial and punishment to the "milicos" and all the yesterday's and today's murderers and repressors of the workers and the people!
In this colonial Chile, the only solution for the working class and the exploited is the path of the socialist revolution, which will give national independence, break with imperialism and give land for the poor peasantry. This time the task is to to lead such revolution to victory by defeating the civic-military regime, its anti-worker parties, the Pinochetist generals, imperialism and its FTAs.
The way out is to impose a revolutionary workers' and peasants' government over the rubble of this infamous regime and its genocidal officer caste, as a bastion of the Latin American and world revolution, fighting alongside the working class and poor peasants of all of Latin America and fundamentally with the US proletariat to confront Biden, the representative of the Wall Street butchers and the head of the bourgeois governments of the "pro-American Left" who take care of his "backyard" and his interests, who -with the farce of this constituent process- they come to support.
Chile will be socialist or a Wall Street colony.
The “new” Constitution is a brutal anti-democratic scam against the working class and the exploited
Far from ending 30 years of looting, misery and super-exploitation, the "new" Constitution maintains the fundamental aspects of the 1980 Constitution against the exploited. Thus, the text written by the Constituent Convention claims to recognize as "social rights" health, education, pensions, housing, legal abortion, etc., which are not really acquired rights for the masses at all, but mere phraseology to cover up that this new bourgeois Constitution strictly that only respects the private property of the capitalists, the bankers and the AFPs, guarantees the looting of the nation by imperialism and protects the ownership of the land that is in the hands of the forestry companies and the big landowners. Like the one from the 1980s, it is a constitution at the service of the American imperialist pirates to maintain and deepen colonial Chile!
As much as it defines Chile as a "plurinational state" and proclaims "respect" for the language and culture of the "original peoples" and dozens of other formal issues, the new Constitution guarantees that the poor Mapuche peasants continue to be dispossessed of their lands and respects that today the current militarization of southern Chile.
It is also a scam against the working class because although it speaks of the "right to strike" and "bargaining by production branches", it ensures that the bourgeois state continues to regulate how workers should organize, imposing the worst conditions of slavery for the labor movement, the migrant workers, etc.
We are facing a “new” Constitution that does not and cannot solve Chile's structural democratic tasks which, as in any colonial and semi-colonial nation, are breaking with imperialism and the land question. Moreover, they want to disguise this Constitution as "sovereign" and "democratic"! So great is the scam that not only is the text of the Convention not going to guarantee the trial and punishment of the murderers of our martyrs or the freedom of political prisoners, but it also preserves intact the Pinochet officers’ caste of the genocidal Armed Forces -and his theft of the copper - and protects the U.S. military base installed in Con Con, while allowing the fascist gangs to become stronger.
As if that were not enough, the “democrats” of the Constituent Convention guaranteed that the current Parliament, made up of the parties that administered the Pinochet regime for 30 years and where the Right has a majority, is in charge of writing the laws to implement the new Constitution.
But not only that: the new Constitution establishes that Parliament has the power to reform the new Constitution whenever it pleases, fulfilling some minimum requirements "to take care of the forms." Thus, in its Chapter XI, it establishes that the parliamentarians, the president or a “popular initiative” can carry out reforms to the new Constitution but it is the Congress that has the power to accept or reject them. Moreover, each constitutional reform to be approved must then be submitted to a ratifying referendum, as long as the parliamentary quorum is less than 2/3. If not, the defining vote belongs to that cave of Wall Street notary bandits.
The “democratic” Constitution that they want to sell to the exploited is the one that by putting Parliament above the Constitutional Convention, guarantees in a totally Bonapartist way that those above can reform it whenever they need to maintain their interests.
Already on 8/11, Boric, the Broad Front, the CP and the majority of the former Concertación sealed a new agreement behind the masses’ backs entitled "United to approve a new Constitution." There they have already agreed on reforms to be made to the new Constitution if it wins the Approval to ensure even more -in case it were necessary- that the interests of imperialism, the international bank and its junior partners, the sepoy national bourgeois, be guaranteed to the letter; to reestablish with constitutional rank the “state of emergency” to take the military to the streets against the exploited; to strengthen institutions such as the Pinochet justice system and to protect the robbery by the AFPs and insurers and private education and health entrepreneurs.
We are facing a brutal scam. All this "constituent process", which arose from the "Pact for Peace and the New Constitution" signed by Piñera and the political parties behind the people’s backs, was only a real detour to preserve the same civic-military regime, that the masses attempted to overthrow; but now with a different collar: that of the "cosmetic reforms" of the Constituent Assembly that sugarcoat it, together with the class collaboration government of the new Concertación of Stalinism and the Broad
