Once and again, we stood up to fight for our most needed demands, but the leaderships as COB sold themselves to our executioners, they divided us and sold out our struggles. No more betrayals!

To achieve our demands…

Let’s unify the workers ranks and impose the break of the COB with the bourgeoisie!

Let’s recover and refound the COB, as it was in 1952, with its workers and peasants militias, under the legacy of the Pulacayo Theses, without bureaucrats and traitors or “worker” ministers and senators, pimps of the bourgeoisie!

This May Day finds the workers in Latin America fighting against the attack of imperialism and the IMF, which is being driven by the servant governments, such as Castillo in Peru, Boric in Chile, Fernandez in Argentina. Those governments were guised as “progressive” by the entire left, with a class-collaboration policy, allegedly to confront the “right-wing”. However, this was a lie, since those governments are  attacking us just as the “right-wing” governments do, or worse, because they sell out the nations to imperialism to be plundered; meanwhile it is the workers and the starving people who are repaying the debts contracted to the IMF, with miserable wages and unemployment.

Under the regime of the "pacification deal", Arce guarantees the repayment of the fraudulent foreign debt to the IMF, which amounts almost 40% of the GDP. This repayment comes from the pockets of the workers and peasants, that only receive  hunger and misery. Also, this government guarantees the plunder of the nation by the transnational mining and oil companies. At the same time, Arce, continuing Evo Morales’ policy (who applied it for 14 years) guarantees the best and large lands to the fascist Media Luna, while hundreds of thousands of poor peasants don’t have a single set of land to work. Besides, this government has given impunity to the fascists after the 2019 coup, since Camacho, Murillo, Mesa, the generals of the officers caste of the army and the police, are still walking free down the streets and, so far, there is no justice for the victims of the Senkata and Sacaba  massacres. This justice for the rich not only benefits the fascists, but also the businessmen. Thus we can see the miners of Paititi and hundreds of factory workers make a pilgrimage from court to court trying to get this rotten bosses' justice to enforce the rulings in favor of the workers. We also see these same judges and corrupt prosecutors releasing from jail the feminicides and rapists of women and working youth.

This government is here only to guarantee the businesses of the whole bourgeoisie, at the expense of the exploitation of the workers. We can see this with the industrial workers, where the bosses, with the approval of the ministry of labour, the corrupt judges and the government, attack the workers gains by shutting down factories, generalizing lay-offs and hunger wages. This way, the ranks of the unemployed are engrossing and informal work is growing. The government only guarantees the businesses of the businessmen, just as in the mining sector, because the transnationals are the true “jukus” (“mineral thieves”) that get and take away close to 4,000 million dollars a year, leaving crumbs in the country, while the Armed Forces massacres the unemployed as has happened a few years ago in Huanuni.  The reason is this government only came to apply the plans of imperialism with the arm of its repressive forces.  This is how it happened days ago when the police savagely repressed the health workers and also weeks ago they attacked the teachers, for fighting for decent health and education.

The leaders of the COB, with Huarachi at their head, yesterday supported the government of fascists like Añez and today they do so with the government of Arce, always behind the backs of the working class... For this reason, this May 1, let's fight:

For a COB congress to recover it from the collaborationist bureaucracy, break with the government, vote a single list of demands and prepare for the General Strike!
 For an anti-imperialist, socialist and revolutionary COB, like it was in 1952!

This May 1st, the COB bureaucracy will once again march together with our class executioners, that is, with the Arce government of the MAS with whom they negotiated a miserable salary increase of 3% to the basic wage and 4% to the national minimum wage.   These leaders already supported the fascist de facto government of Añez by signing the pacification pact between the MAS and the Media Luna, with the tutelage of the OAS and the UN.  Then they appointed the Vice Minister of Labor, Vitaliano Mamani, in December 2019 to that government born of a coup d'etat.  Now we see the leaders of the COB hand in hand with the Arce government, in an open policy of class collaboration. Enough of bringing our fighting organization to its knees at the feet of any government in power!  Enough of the automatic extension of the term of the bureaucrats for skipping elections in our fighting organizations!

It becomes urgent to call from the workers base for a COB congress where the first point is to kick out the collaborationist bureaucrats, break with the MAS government and its pacification deal with the fascist Media Luna, to fight for a single statement of demands and prepare the General Strike!  For an anti-imperialist, socialist and revolutionary COB!  Enough of submission to the bourgeoisie!  Let's refound the COB of 1952, from the bottom up, without traitors, and with its worker and peasant militias!

To have bread, health, education, decent wages and work: Let's expropriate the transnational mining and oil companies and their banks without a penny of compensation!  Let's expropriate the lands from the fascist Media Luna landowners, without compensation and under workers' control, to give it to the poor peasants!

This May 1st:
Honor and glory to the martyrs of Chicago and the martyrs of the world working class today who fall fighting this pestilential system that deserves to die!
That is why we honor and pay homage on this first of May and in every revolutionary struggle to our Chicago martyrs of today who are the fallen of Syria and Ukraine, who confront the assassin of imperialism, Putin.  We honor and pay homage to the fallen of Senkata and Sacaba in 2019, to the workers and youth who died in the Colombian, Ecuadorian, Chilean revolution and from around the world.

Eleven years after its glorious revolution, stand alongside the heroic Syrian resistance that fights the fascist al-Assad, the butcher Putin and imperialism!
Stand next to the exploited of Ukraine who are facing the invader Putin!  The Russian invasion must be defeated!  Well, under the boot of Moscow or NATO, Ukraine will continue to be a protected colony. Syria and Ukraine, the same fight against the same enemy!
Stand up alongside the working class youth and Cuban workers who rise up for bread against the bourgeoisie of the Communist Party who imprison and make the people starve on behalf of the Gringos!

Stand together with the Venezuelan working class and the workers of Sidor in the fight against the government of Maduro that make the masses starve!
Glory and justice for our fallen martyrs from Senkata, Ovejuyo, Sacaba and for all the martyrs who fell facing the infamous regimes and their governments servants of imperialism!  Neither forgetting, nor forgiveness or reconciliation!  Freedom for the political prisoners of Bolivia and the world!
Glory to the martyrs of Chicago!  Long live the struggle of the Palestinian resistance and the entire Middle East!  Our best ally fights in the streets of the USA facing the imperialist beast from its very heart!

This May 1st: Under the flags of the Fourth International!

We fight in a single anti-imperialist struggle, we fight for a unified struggle of the workers and peasants of Bolivia and all of Latin America against imperialism, its military bases, its governments and regimes.
Unfortunately, we see currents that claiming to be part of the working class have submitted US workers to Biden; they are now the same ones that today say they support Putin, the guardian of imperialist businesses in Eurasia, who is crushing and massacring Ukraine, as he did yesterday in Syria.  The genocide by al-Assad, Putin and Erdogan in Syria, supported by the sabers and the oil companies of the Gringos, which were supported by all the traitors of the reformist left at the international level, will not be forgotten or forgiven.  These people have a mark on their foreheads and hands stained with worker and peasant blood.

In Bolivia, it is the case of the POR of Lora, a party that, speaking of the Fourth International,  has just been supporting the fascist al-Assad in Syria and thelate Khaddafy, a murderer of workers in Libya, with its policy of the Revolutionary Anti-Imperialist Front (FRA).  As a result of their counterrevolutionary policy in 2019, the Loristas supported the military and police in the fascist putch in Bolivia.  Now this May 1st they say they are fighting  “for the union and political independence of the labor and popular movement against the MAS government and the traditional right”, in spite of they being  the ones that educated and supported all the bureaucrats who dressed in red to take over the COB.

Other organizations of renegades from Trotskyism, such as the LORCI (Argentine PTS), in their declaration for May 1st, not only silence the struggle for justice of the relatives of the victims of Senkata and Sacaba, but also want to revive the parliamentary era and seek to once again set up an “Independent Political Instrument” of the workers; however, we have already seen the IPT (Workers Political Instrument) of 2013, which was just a cover to save their backs and picture the miners' union bureaucracy of Trujillo, Pérez, among others, as “truly red” leaders. It has not served the workers base at all, other than to support the MAS and put the COB as an appendage of the government.  We workers already have our "political instrument" which is nothing more than the COB and its revolutionary program of the Pulayo Theses, which must be recovered and refounded for the struggle of the working class.

That is why the need to refound Bolivian Trotskyism on principled bases has become decisive and urgent, since the POR in its bankruptcy is destroying the theoretical and programmatic legacy of the Fourth International before the vanguard.   The POR and all the renegades of Trotskyism: HANDS OFF the Pulacayo Thesis and the theoretical and programmatic legacy of the Trotskyists of 1938!  We must recover the Fourth International purged of traitors and false Trotskyists who led it to the feet of the bourgeoisie, we must refound it under the theoretical legacy of the 1938 Transitional Program to provide the Bolivian and world working class with the leadership it deserves and needs to succeed in the fight for the socialist revolution!
