Free and Sovereign National Constituent Assembly! 

To conquer bread, land, break with imperialism and expel its military bases

After the discredited Congress, based on the reactionary Fujimori constitution of '93 and led by the OAS and the Pentagon, set the former vice-president Dina Boluarte in the government, the nationwide demonstrations against this new US agent president have spread mainly centrally in deep Peru under the central slogan of “close Congress”, “everyone out” and “may the elections be brought
After the first two murders in the city of Andahuaylas (in the Apurimac region), assassinated by the police, Boluarte announced yesterday, Sunday, that in consensus with Congress (with a Fujimori majority), they would hold elections in April 2024 and a state of siege was declared in the regions where there are conflicts, mainly in the south of the country.

Before this announcement, the enraged workers radicalized the pickets nationally and in several regions of deep Peru they have already declared an Indefinite Strike. Boluarte government answered murdering 5 more workers today, adding to the 2 murdered yesterday in Apurimac, giving a balance of 7 deaths. Also, several seriously injured, including minors, are also reported.

In the eyes of the exploited, the corrupt Congress does not represent them, and even less so Boluarte’s, for this reason, in the streets the cry of ‘Let them all go and not one remains!’ resounds. This is the demand of several years of struggle of the Peruvian people, since the Fujimori regime and its reactionary constitution are totally discredited.

Imperialism then called on Castillo to get the masses off the streets and to disorganize them. Under this trap he was supported by the treacherous leaderships of the CGTP and also by all currents of ex-Trotskyists internationally. This is why the CGTP bureaucracy is responsible for the subjugation of the working class to Castillo, because the more we are force to kneel down to the government, while it attacked the masses, the more it starved the people and the more we workers and poor peasants are divided.

This government of class collaboration was already used by the US to save their businesses and now, after it has unleashed a brutal attack on the masses with inflation, high cost of living and that has not delivered neither bread to the workers nor land the peasant, now they discard him, they discipline him by putting him in jail and Castillo surrendered and now he is on his knees before the judges and the military. Now, they appointed Boluarte as their new manager. But the masses, who already faced the attacks of the pro-US Castillo bravely, are now taking to the streets against Boluarte and the entire hated Fujimori regime.

Thus, the masses have burned the institution of the judiciary in Huancavelica; also, the masses in Arequipa in hard clashes with the murderous police occupied the airport (which was later controlled by the military), they have occupied the Gloria transnational factory and looted it too; the students of Cajamarca occupied the National University; in Cusco they have mobilized towards the parade ground in clashes with the police; there are also protests and roadblocks in Ica, Trujillo, Puno, Tacna and Ucayali. Long live the struggle of deep Peru!

The exploited of Peru are standing up, and the worker and peasant organizations are coordinating from the regions and departments to the cry: Everybody out! They lead the way! Some organizations such as the Indigenous Peoples of the Central Jungle have already announced that they are going to undertake a march to Lima. Let's all march to Lima now! We must unify the struggle of deep Peru together with its class siblings in the capital Lima!

Out with Dina Boluarte, the new manager of the Gringos! Down with the Fujimori regime of the FTA and its reactionary constitution of '93!
Down with the corrupt Congress stained with the blood of workers, peasants and rebellious youth! Out with the World Bank and all the imperialist banks, the IMF, the OAS, the Lima Group and all the institutions that oppress Peru!

Deep Peru has stood up to overthrow Boluarte’s government, the parliament and the entire puppet regime. Before this scenario, the CGTP under the Stalinist leadership of the CP and Patria Roja, after meeting with President Boluarte, has called for the mobilizations to be "peaceful" when today the streets are filled with the dead and stained worker and peasant blood! Enough of these treacherous leaderships that bring us to our knees at the feet of the bourgeois governments! The masses of Peru have already revolted... A National Command of Struggle must be set up to centralize and coordinate the struggle. AN INSURRECTIONAL GENERAL STRIKE MUST BE IMPOSED NOW until they are all out!

We call to break and put an end to the leaderships that, like the Communist Party, put the CGTP at the feet of the bourgeoisie. That is why the CGTP must break with Castillo, Boluarte‘s government and all the bosses' parties to organize the fight in the capital Lima and seize power based on the workers', peasants' and rebel youth organizations in struggle!
For a Provisional Revolutionary Workers' and Peasants' Government supported by the arming of the masses and the committees of rank-and-file soldiers!
While the government is already enlisting the Armed Forces to take to the streets and shed more worker and peasant blood on the streets. Thus, the government has already declared a state of siege in Apurimac, Ica and Arequipa. Before it is too late, we must now call for the arming of the masses in struggle. Enough of the repression of the murderous police. Disbandment of the murderous police and the repressive institutions of the state! For self-defense committees aimed at conquering the worker and peasant militia! Down with the state of siege! Let the privates, children of the workers and poor peasants, move with their weapons to the side of the people! Disbandment of the caste of Fujimori officers lackeys of the Pentagon!

We want justice for our fallen and the liberation of all the fighters! Trial and punishment to the murderers of the people! No justice no peace! For worker and popular courts to punish the murderers!

Only with this workers and peasants' government will we be able to expel, with the anti-imperialist struggle of the Latin American workers, all the US bases from Peru and Latin America. Only with that government will we be able to get bread and work for the people, advancing to expropriate transnationals that plunder Peru without compensation and under worker control! Land for the poor peasants!

Against the bourgeoisie's trap of early elections that has already been announced by Boluarte or the bourgeois "Constituent Assembly" that Castillo calls for, we revolutionaries affirm that only on the rubble of the damned Fujimori regime it can be raised a free and sovereign National Constituent Assembly that establishes a single chamber with powers to legislate, judge and execute, made up of one delegate for every 50,000 inhabitants, elected on the basis of local and regional assemblies, with a mandate and revocable at any time, so that the people can express themselves.

This National Assembly will be free and sovereign if, as first measures, it decrees the independence of the working class and its right to organize as it wishes, if it breaks with imperialism, disregards the fraudulent external debt with the IMF and expropriates imperialist banks, their monopolies and their lands. It must resolve the dissolution of the caste of judges and the repressive forces of the state, which in this regime are a true army armed by the Pentagon that takes care of the business and property of the capitalists. This National Assembly can only be guaranteed by a Provisional Workers and Peasants' Government, supported by the self-organization and arming of the masses, and which will fully confront imperialism and defend the workers against capitalists’ yoke.

Peru will be socialist or it will be a colony of Wall Street!
