A contribution to the Peruvian and Latin American masses amidst the enormous revolutionary combat in Peru

The workers, peasants, students and insurgent people rose up for more than 3 months and left everything in the fight to defeat the Boluarte government, the Fujimorista regime and the US-led coup.

Now, learning from our struggle, we must prepare and organize a new national insurgency assault

Why didn't the murderer Dina, supported by the coup Congress and supported by the Gringos, fall?

The Stalinist bureaucracy of the CGTP divided the revolutionary mass offensive and placed its shoulder for Boluarte and the entire regime to stay put!

More than 3 months ago, the working class, the poor peasants, the rebellious youth and the poor people rose up to bring down the government of Dina Boluarte and the entire Fujimorist regime, which had already massacred more than 80 comrades, while thousands were wounded and there are dozens of prisoners for fighting.

This combat, which began in the southern regions, gained momentum in mid-January, when thousands and thousands of exploited from deep Peru marched to Lima to make the masses in the capital to upsurge and surround the citadel of power to oust Boluarte, shouting "national insurgency!". The revolutionary struggle began to spread through the entire country and mainly to Lima, with the workers, young workers, students and the exploited in the capital not only offering enormous solidarity to their class brothers and sisters in the regions, but also openly joining the combat.

The only one who missed the appointment was the treacherous leadership of the CGTP, in the hands of the Communist Party and Patria Roja (Maoists), which are enemies of mobilizing and putting thousands and thousands of workers on the streets. So they boycotted the path to the General Strike and proposed Dina to stay, on the condition to call the elections on advance. Traitors!

Against them, the exploited broke into a mass political struggle. The demand that unified all the sectors in struggle was "Get out Dina!"  because no one believed that it was possible to get bread, work, or any of their just demands without bringing down the government and the entire regime.

To wage such a fight, the masses of deep Peru organized themselves and set up unitary organizations of workers, peasants, students and all the exploited in order to fight in the districts, provinces and at the regional level, such as the Struggle Committees, Defense Fronts, etc. These organizations began to coordinate in the Macro-regional Coordinator of the South to later advance in conquering an organization to centralize the fight at the national level, the National Committee for the Fight of the Regions of Peru.

A huge revolutionary combat that directly confronted imperialism and its puppet government

This enormous struggle was in response to the brutal coup of the murderous officers of the Armed Forces commanded by US imperialism, which is now coming for everything in Latin America.

In the midst of the marasmus caused by the world economic crisis, the US concentrated its forces in Peru as the outpost of its offensive on the whole Latin America to seize directly all the sources of raw materials, minerals, hydrocarbons, etc., based on the super- exploitation and misery of the working class and poor people.  In particular, in Peru they need to renew the legal contracts with which they have been plundering the mineral and hydrocarbon wealth and will have access to the lithium.

With this objective, the US imperialists put their puppet Boluarte in the government and disciplined their other agent, Pedro Castillo, who cowardly surrendered, while the workers and peasants were the ones who faced the bloody counterrevolutionary coup of the US and the Fujimorista regime.

The most critical point of the insurgency was when the exploited from deep Peru arrived in the capital on 01/19 and along with them the workers, youth and poor people of Lima itself revolted.  With this huge mass action, an attempt was made to repeat the “March of the Four Suyos” (suyos in kechwa language were each of the 4 provinces of the Inca Empire) that in the year 2000 meant the fall of Fujimori.

But this time, the government and the regime had the support not only of the US, but of all the political parties of the bourgeoisie and that of the very leadership of the CGTP, which dedicated itself to dividing the struggle and agreeing to an "orderly transition" from Dina Boluarte. A policy faced at a 180° angle with the millions of workers, peasants, young rebels, etc., who had entered the combat.

The government had shielded itself and learned from the previous experience of the Peruvian masses.  The CGTP bureaucracy rushed to their aid.

The strategy of imperialism was to deploy 12,000 policemen in the Cercado of Lima. In the first place, to close the Plaza San Martín, the historic point of concentration of the combats of the working class and the exploited in Peru, to prevent the masses in struggle from coordinating there and centralizing their combat, since that would have meant the power of those below meeting a few blocks from Congress and the Government House.

Along with this, they surrounded the blocks where the Parliament and the Government Palace are located with a huge police cordon to protect the citadel of power and make it impossible for the exploited to get there to demolish it. While the vast majority of the territory of the entire country was taken over by the insurgent masses, the bourgeoisie put all their gist in those 5 blocks where bourgeois power is concentrated, to prevent it from being defeated by the exploited.

There were all the conditions for Dina to fall. The traitors of the Stalinist bureaucracy of the CGTP took key sectors of the working class off the streets. This was the worst of the police forces that attacked the masses, because it acted treacherously and shot in the back and divided the enormous effort of the exploited in the fight.

Moreover, the strikebreakers of the bureaucracy took over the premises and evicted the CONFENUTSSA health workers, who had been organizing together with the struggle of the regions and being part of their Struggle Committee. The Stalinist bureaucracy perpetrated this military attack to discipline and chastise the entire working class so that it does not unite with its methods of struggle to the ongoing combat of workers and peasants.

Meanwhile, from Latin America and the whole world "ambassadors" who claimed to be leftist, defenders of Human Rights, etc., true wolves in sheep's clothing, came to Perú to strengthen the CGTP bureaucracy and legitimize their betrayal. They arrived in Lima to meet a congressman of the coup Parliament, with whom they held talks and conferences, to support the plan of the CGTP leadership: that Dina leave in an "orderly manner." That is to say, that it is not the masses who throw her out.

The result of this policy? Letting Dina leave at the end of her term… that is, in 2026! Let's talk clear. The “transition” of the CGTP bureaucracy is to keep the US-led coup regime intact. They are the bureaucracy of the Fujimorista regime!

Any attempt at a new mass offensive must settle accounts with the traitors. Whereas, it is necessary to call from now on the entire worker grassroots, health workers, metal workers, teachers, miners, construction workers, workers in the factories, ports, banks, etc., to raise their demands for decent wages, better working conditions and against unemployment. Those just claims are what the same CGTP leaders who divided the fight against Dina deliver and betray every day.

To conquer a new offensive, to march to a superior phase of the national insurgency... it is necessary to throw out the treacherous leaderships and forge the worker, peasant, popular and student alliance from organizations that genuinely represent the millions who say Enough! to this Fujimorista Peru of the transnationals, imperialism and their murderous governments!

In order to succeed, it is necessary to conquer the anti-imperialist unity and a common combat of the worker and peasant masses of the whole Latin America.

As we can see, a true front of Stalinist union bureaucrats, regional bourgeoisies and the world pro-imperialist left concentrated their forces to save Dina and the entire regime.

The true alliance that the masses need is the alliance among workers, peasants and students, with the millions of unemployed youth, of the poor of the city and the countryside.  We are the vast majority of Peru.  Our leaders divide us. Here and there they have tried to lead us behind the plan of truce and submission to Dina Boluarte, or else, as the tail end of the regional bourgeoisies who want to use the mass combat to pressure the US to distribute a few more soles than the miserable crumbs that they leave in Peru out of the enormous wealth that they plunder.

Some of these bourgeois sectors flirted with the rebellious people. They were the first to desert. Seeing the phenomenal revolutionary actions of the workers and peasants, all sectors of the bourgeoisie quickly disciplined themselves with their Gringo imperialist bosses. That's because the regional bourgeoisie, as minor partners, depend on the US to maintain their businesses and their wealth.

The exploiters knew that the defeat of Dina and the coup Congress was equal to the defeat of all the possessing classes of Peru, that plunder it and hand it over to imperialism. The fight for the nationalization and expropriation of the mines, lithium and all the wealth of Peru without compensation and under worker control, would have been put on the order of the day. Condoning the loans of the usurious bankers to the poor peasants was an immediate need.

That is why they all closed ranks and together with the traitorous union bureaucrats of the CGTP, who have sold themselves for a dime, they were the help of Dina, Congress and all those above.

The true alliance that those of below must establish is that of the workers in struggle throughout the continent. We are workers and peasants who confront the IMF and the looting of the gringos. For the same thing our brothers and sisters of Colombia, Chile, Bolivia, Ecuador, Mexico, etc. fight and die. That is where our strength is, as it is in the US American workers who are also fighting for wages and their demands within the imperialist beast. They are our allies. Hence, in order to prepare the second phase of the national insurgency, the call made by the National Committee for the Struggle of the Regions is still pending, to set up a Latin American Congress of workers and poor peasants in Lima to coordinate the anti-imperialist struggle of the oppressed masses of Latin America.

The key to imperialism, its parties, its government and its servants of the union bureaucrats was to prevent the emergence of a dual power organs of the masses in struggle

In the streets and producing the wealth of the nation, those of below are and were the majority. Those at the top have their power: the murderous officers of the Armed Forces, the repressive police, their political parties, their judiciary and all their institutions of domination. They have them to save their businesses and interests with blood and fire. The millions of us who entered the struggle set up regional and national bodies that embryonically began to coordinate our struggle. A huge conquest. We set up struggle committees that brought together unions, students, peasants... The power of those below began to emerge, which is the one that must evict and defeat the power of those above to end hunger, conquer the land and expel the gringos.

We have to conquer such an organization of power from those below, from those of us who know each other, of those who fight together, in each city, in each province, in each department and in Lima itself. A power that sets up the self-defense committees and calls on our brothers, the common soldiers, children of workers and peasants, to set up their committees against the generals who sent them to repress and kill their families and their people.

We must prepare the next national insurgency’s assault. This is the moment to conquer a great National Congress, an Open Cabildo of all the exploited in Peru with grassroots delegates from all unions, workers, regions, peasants, students, working-class neighborhoods, youth groups that fight for their rights, rank and file soldiers, etc.

That power is the one that would make those at the top tremble because it is the one that should really rule Peru to expel the gringos, recover our wealth and conquer bread and freedom.

We must develop, extend and coordinate the National Committee for the Fight of the Regions of Peru!

We must disobey the leadership of the CGTP and set up committees of factory, company, mine, civil construction workers, agricultural workers, banks, fishing, health, teachers, etc.!

We must open the way to the defeat of the treacherous bureaucrats who once again betrayed our struggle!

The workers and the people do not have the leadership that we deserve.

Out with the CGTP bureaucracy! Let's open the road to workers' democracy!

For a Congress of rank-and-file delegates from all unions to put the strength of the working class at the service of setting up the alliance of workers, peasants and all the exploited in Peru.

We must put the working youth on its feet. There are millions of unemployed young people, children of workers and peasants in Lima and in the regions. The first line of combat came and will come from there. For collectives of the anti-imperialist rebel youth in all the cities, regions and working-class neighborhoods of Lima! Let open the path the anti-imperialist struggle of the youth!

For a national meeting of rebellious youth groups that prepares itself to be the vanguard to set up the committees of soldiers, students and worker youth. There are inexhaustible forces there that will be essential to advance to conquer the victory and power of those below.

The bourgeoisie and its parties, which are still trying to flirt with the people, turned to dividing the coordination that had emerged from the revolted masses of all of Peru. The men of the bosses' politicians who call themselves Dina “opponents" caused a split at the top of the National Committee for the Fight of the Regions.

Let them submit to the verdict of a National Congress of workers, peasants and students, which can resolve, democratically, who deserves to be at the head of the struggle of the exploited and who should be branded as a traitor and enemy of the people!

To prepare for this second wave, the children of the people under arms can never again be at the mercy of the Fujimorist officers and the U.S. military bases. For committees of common soldiers that break with the officers, vote delegates and unite with the masses in struggle!

When 6 soldiers drowned crossing the Ilave river, sent by the murderous officers, the people surrounded them and their families in solidarity. That is what the victory that must be prepared is about: the common soldiers with the people. The murderous generals with the gringos. In the middle, a river of blood.

Dissolve the police and all the repressive forces of the state! For self-defense committees and the worker and peasant militia!

Judge and punish all murderers! Freedom to the political prisoners for fighting and dropping all charges against all the fighters!

It is necessary to conquer a program for victory

Down with Dina Boluarte, the puppet Parliament and the entire Fujimorista regime, agent of U.S.! Out with the IMF and the IV Pacific Fleet from the waters of Peru!

Out with imperialism, its FTAs and its military bases!                                                                    

Nationalization without payment and place under workers' control all mining, banks and natural resources in Peru! The land has to be for the poor peasant! Down with legal contracts with transnational companies! That is where the money is so that there is bread, work, salary, education, health, housing and all the fair demands of the exploited!

Education and health for all! Decent job! Reduction of the working hours and one more shift in all companies and State jobs, with a salary equal to the family basket for everyone!

No youth without work! No worker without bread!

The Commander of the Fourth Fleet of the U.S. Navy, the UN, the OAS and all their lackeys came to Peru to support Boluarte. To prepare this second assault against the gringos, let all the workers' and peasants' organizations in Latin America send delegations to Peru to organize a single continental struggle to expel imperialism! Let us make the call of the National Fighting Committee of the Regions of Peru a reality together with militant labor organizations from Colombia, Brazil, etc., to forge a Latin American and international Fighting Committee in support of the masses of Peru, together with our best allies: US workers and youth. Everybody to Peru to organize a Continental Congress of workers' organizations that promotes the fight against imperialism in the whole Latin America!

There is no time to lose. For a National Congress and Open Cabildo of all the unions, regions, universities and working-class neighborhoods of Peru! Self-defense committees and soldiers' committees!

Let´s open the path to the power of those below! Out with the government and Parliament of those above!

For a provisional revolutionary worker and peasant Government, based on the self-determination organizations of the masses, which is the only one that can guarantee a truly free and sovereign Constituent Assembly, imposed on the rubble of the Fujimorista regime.

The great lesson of this first wave that the heroic insurgent masses from Peru led, is that there was a lack of a revolutionary party of the exploited that would help the workers and peasants to distinguish who are their allies and who are their enemies. An internationalist revolutionary party that fights to unify the masses of the entire continent in a single anti-imperialist fight against the bankrupt imperialist capitalist system.

It is necessary to conquer a revolutionary party because the revolution is necessary. Because in order to eat and live, for there to be peace and justice, the insurgency must be transformed into the victory of the socialist revolution.

Different generations in Peru gave their lives to put this revolutionary leadership on its feet. Drawing these lessons and putting this revolutionary program on its feet is will mean that those generations be redeemed by history, and the life they gave to the cause of socialism will be crowned by the revolution triumph.

May Day is coming, the day in which the workers strike like a single fist all over the world, for our demands such as the 8-hour working day. That's how we conquer them. Because of the traitors who divided us country by country and broke the unity of the only class that only has chains to break, we have lost the 8 hours. To recover the internationalism of the working class is to reopen the path to recover our conquests and the path of the revolution. The day we conquer the international unity of the working class, that day will be the day of victory.
