One year after the massacre of the workers
and poor peasants of Juliaca – Puno perpetrated by the Boluarte government and

murderous police, under US orders

On January 9 of last year, rebellious Peru was once again drenched in worker and peasant blood, when 18 comrades were crudely murdered in cold blood at the hands of the coup government of Boluarte and its police henchmen, commanded by the US imperialist military bases: Brayan Apaza Jumpiri (15 years old), Elmer Zolano Leonardo Huanca (16), Jhamileth Nataly Aroquipa (17), Heliot Christian Arizaca (18), Reynaldo Illaquita Cruz (19), Paul Franklin Mamani Apaza (20), Ghiovanny Gustavo Illanes Ramos (21), Crhistian Mamani Hancco (22), Edgar Jorge Huarancca Choquehuanca (22), Nelson Huber Pilco (22), Roger Rolando Cayo Sacaca (25), Marco Antonio Samillán Sanga (31), Gabriel Omar López Amanqui (35), Heder Jesús Mamani Luque (37) and Héctor Quilla Mamani (38).
In addition, dozens and dozens of exploited were injured and to this day many of them must live with pellets and bullets lodged in their bodies.
This bloody massacre was the response of imperialism and the bourgeoisie to the revolutionary insurgency carried out by the working and peasant masses of Peru who were the only ones who won the streets to defeat the ferocious coup perpetrated by the fujimorist regime and the genocidal generals of the Armed Forces, while Castillo's bourgeoisie cowardly surrendered and gave up themselves (after administering the fujimorist regime of the US bases applying the worst anti-worker plans)
That January 9, residents of all the cities and districts of the department of Puno, marched in Juliaca. US bases and the caste of Armed Forces officers gave the order to massacre: just as the military had done in Ayacucho on December 15, the police fired wildly with war weapons against the demonstration in Juliaca.
The government of the murderous Boluarte and her coup henchmen wanted to punish with iron and fire the heroic mass uprising that faced the plans of imperialism. It was the US imperialist pirates, through the head of the Pentagon's South-Com, Laura Richardson, who commanded the bloody coup to directly take over the lithium riches and renew the mining law contracts to redouble the plundering of Peru over the basis of hunger, slavery and the blood of the working class and the poor. The Biden government of the US imperialist butchers is the one that directed the massacre of 80 brothers throughout Peru, just as they do today in Palestine, with the state of Israel perpetrating a true genocide against the Palestinian masses, reducing Gaza to rubble, with more than 25,000 murdered and more than 15,000 imprisoned in the jails of the Zionist occupier.
Today, one year later, our fallen in Juliaca, Ayacucho and all of Peru continue to cry out for justice
The companions of the “Asociación de mártires y víctimas del 9 de enero de Juliaca (Association of Martyrs and Victims of January 9 of Juliaca)”, made up of the relatives of those murdered and the companions injured during the massacre, continue to fight tirelessly to achieve justice and to imprison all the murderers, starting with Dina Boluarte.
To this day, none of those responsible for the massacre are in prison. The prosecutors and judges of this Fujimorista justice system, which are at the service of the powerful who commanded the coup, have taken care that this is so. They guarantee the impunity of all the murderers of our martyrs, even freeing the dictator and genocidal Fujimori, who today is free while Vladimir Molina, the comrades of the Ayacucho Defense Front and the young people of Cusco rot in prisons for fighting against this infamous dictatorship and dozens of fighters are prosecuted.
Through the judges and prosecutors of the dictatorship, true justice will never be achieved for our brothers. That corrupt Judiciary supported from day one the US-promoted coup and gave its full support to Boluarte while she massacred the people. For this reason, the exemplary fight that the victims of the massacre have been carrying out must be surrounded by effective solidarity from every worker, peasant and student organizations, so that the working class and the poor take the fight for the trial and punishment for all the murderers and the freedom of all the imprisoned fighters into their hands.
The only thing that prevents this path is the role of the CGTP union bureaucracy, in the hands of the CP and Patria Roja (Red Fatherland), which divided the enormous revolutionary mass attack and prevented the revolutionary general strike with the objective of saving Boluarte and the murderous regime of the people, surrenderers of Peru's wealth and starves the workers, with the collaboration of representatives of Castillo's cowardly bourgeoisie and parties like Verónika Mendoza's Nuevo Perú, which signed statements in support of Boluarte and is plagued by pro-coup congressmen.
The traitorous union leaders have surrendered the blood shed by our martyrs, dedicating themselves to negotiate with the murderous Dina and supporting this bloody dictatorship. So much so, that two weeks ago, the CGTP bureaucracy called for a mobilization in Lima “against insecurity” and for a “Peru without violence”, together with CONFIEP and other business chambers that exploit the working class… They marched “against violence” alongside the bosses who carried out a bloody coup and murdered our companions in cold blood! Traitors! Out with the union bureaucracy!
The bloodshed will never be forgotten! As the families of our fallen siblings affirm: “No justice, no peace!”
Let´s set up a National Struggle Committee of workers, combative students, poor and exploited peasants in the fight for the trial and punishment to the executioners of the companions of Juliaca and all of Peru and all our demands, to resume the fight to overthrow Dina and all the coup plotters!
The comrades of the “Asociación de Mártires y Víctimas del 9 de enero” (Association of Martyrs an Victims of January 9) of Juliaca and the relatives of all those murdered, have all the authority to call for the creation of this National Struggle Committee so that we can fight as a single fist until we end this dictatorship, reopening the path of the revolutionary general strike.
Out with Dina the murderer and the fujimorist regime of the genocidal generals of the Armed Forces and the Yankees!
Out with the US bases and marines from Peru and all of Latin America!
Justice will come from the hand of the same fight alongside our class brothers.
There will be no forgetting, no forgiveness, no reconciliation with the murderers of the workers and peasants of Juliaca! For workers and popular courts, headed by the relatives and wounded, to judge and punish all those materially and intellectually responsible for the massacre and all the repressors of the people! Jail the dictator and genocidal Fujimori!
Freedom to all prisoners for fighting! Deprocessing of all pursued fighters!
Dissolution of the army lackey officer caste! Dissolution of the repressive forces!
The people have the right to defend themselves so that worker and peasant Peru will never be bloodied again: For self-defense committees!
The martyrs of Juliaca are martyrs of the entire world working class!
The Boluarte dictatorship murdered on behalf and under the orders of US imperialism, which today has concentrated all its forces in the Middle East, massacring in Gaza.
Facing this genocide, Palestinian unions have made an international call to paralyze the US and Zionist war machine. At the beginning of December, a huge general strike was carried out by the Palestinian masses in Gaza, the West Bank, Jordan and Lebanon against the state of Israel, while the Si Cobas union of Italy calls for a global general strike in support of the martyred Palestinian people, which is beginning to be taken into their hands by different organizations from various countries. That's the way! There are the forces to confront the leaders of murderous Dina as a single fist, obtain justice and free all the imprisoned fighters in Peru and all of Latin America!
