Two years ago, on January 9, 2023, the rebellious Peru was once again drown in the blood of workers and peasants. In Juliaca, 18 comrades were brutally murdered in cold blood at the hands of the coup government of Boluarte and their police henchmen, commanded by the US military bases: Brayan Apaza Jumpiri (15 years old), Elmer Zolano Leonardo Huanca (16 years old), Jhamileth Nataly Aroquipa (17 years old), Heliot Cristhian Arizaca (18 years old), Reynaldo Illaquita Cruz (19 years old), Paul Franklin Mamani Apaza (20 years old), Ghiovanny Gustavo Illanes Ramos (21 years old), Crhistian Mamani Hancco (22 years old), Edgar Jorge Huarancca Choquehuanca (22 years old), Nelson Huber Pilco (22 years old), Roger Rolando Cayo Sacaca (25 years old), Marco Antonio Samillán Sanga (31 years old), Gabriel Omar López Amanqui (35 years old), Heder Jesús Mamani Luque (37 years old) and Héctor Quilla Mamani (38 years old). In addition, dozens and dozens of the exploited were injured and to this day many of them have to live with pellets and bullets lodged in their bodies.

This bloody massacre was the response of imperialism and the local bourgeoisie to the revolutionary insurgency that the working and peasant masses of Peru had been carrying out. While Castillo's bourgeoisie surrendered and cowardly gave in (after administering the Fujimorista regime of the US bases applying the worst anti-worker plans), the exploited were the only ones who took to the streets to defeat the ferocious coup perpetrated by the Fujimorista regime and the genocidal generals of the Armed Forces.

On that January 9, residents of all the cities and districts of the department of Puno marched in Juliaca. The US bases and the caste of officers of the Armed Forces gave the order to massacre: just as the military had done in Ayacucho on December 15, the police shot indiscriminately with war weapons against the demonstration in Juliaca.

The government of the murderous Boluarte and her coup-plotting henchmen wanted to punish the heroic mass uprising, which was confronting the plans of imperialism, with iron and fire. It was the US pirates who led the bloody coup to directly snatch the wealth of lithium and renew the mining contracts to double the plundering of Peru, based on hunger, slavery and the blood shed of the working class and the poor people.

Our fallen siblings in Juliaca, Ayacucho and all over Peru continue crying out for justice!

The comrades of the “Association of Martyrs and Victims of January 9 in Juliaca,” made up of the relatives of those killed and the comrades injured during the massacre, continue fighting tirelessly to get justice and to imprison all the murderers, starting with Dina Boluarte herself.

Despite the union leaderships that have turned the blind eye, the relatives of the fallen and wounded comrades from all over Peru have formed the “National Organization of the Relatives of the Murdered and Victims of the 2022-2023 Massacres” to deepen their struggle.

To this day, the Fujimorista justice system with its judges and prosecutors at the service of the powerful are in charge of guaranteeing the most absolute impunity for the murderers of our siblings. None of those responsible for the massacre are in prison, while fighters like the young people of Cusco rot in the prisons of the dictatorship and there are dozens of people prosecuted for fighting.

True justice for our martyrs will never come from the hands of the judges and prosecutors of the dictatorship. This corrupt judiciary supported the US coup from the very first day and it fully supported Boluarte while they massacred the people.
Therefore, the exemplary struggle that the victims of the massacre are carrying out must be surrounded by effective solidarity from all the workers', peasants' and students' organizations, so that the working class and the poor people take the struggle for the trial and punishment of all the murderers and the freedom of all the imprisoned fighters into their own hands.

The only thing that prevents this path is the role of the CGTP union bureaucracy, which is in the hands of the CP and Patria Roja. They divided the enormous revolutionary mass onslaught and prevented the revolutionary general strike from taking place with the aim of saving Boluarte and the murderous regime, which handed over the wealth of Peru and starved the workers. They counted with the collaboration of representatives of the cowardly bourgeoisie of Castillo and parties like Nuevo Perú of Verónika Mendoza, which has signed declarations supporting Boluarte and is plagued by coup-monger MPs.

The traitorous union leaders have handed over the blood shed by our martyrs, by constantly revolting themselves to negotiate with the murderous Dina and supporting this bloody dictatorship.

Thanks to this, the government, th Congress and the entire regime, widely hated by all the people, were able to continue advancing in strictly fulfilling the plans of US imperialism and the big capitalists of CONFIEP against the working class and the exploited and redouble the submission of the nation, even with the entry of more US military troops to defend the US plunder through iron and fire.

Enough! Down with the murderous Dina and the Fujimorista regime of the Armed Forces genocidal generals and the US!
Down with imperialism, the bases and the US imperialism marines, from Peru and the whole Latin America!

For a National Workers and Peasants’ Congress, with grassroots delegates voted in an assembly of all unions, workers, regions, peasants, students, and rebellious youth, to resume the struggle to overthrow Dina and all the coup plotters and to get the trial and punishment of the murderers of the comrades of Juliaca and all of Peru and all of our demands!

The comrades of the “National Organization of the Relatives of the Murdered and Victims of the 2022-2023 Massacre” have all the authority to call for it to be set up so that we can fight as one fist until this dictatorship is over, reopening the path for the revolutionary general strike.

There will be no forgetting, no forgiving, no reconciliation with the murderers of workers and peasants of Juliaca!

For worker and popular courts, led by the families and the wounded, to judge and punish all those materially and intellectually responsible for the massacres, and all those who crack down on the people!
Freedom for all prisoners for fighting! Acquittal for all persecuted fighters!

Dissolution of the army's lackey officer caste! Dissolution of the repressive forces!
The people have the right to defend themselves so that those at the top never again spill blood of the Peruvian workers and peasants: for self-defense committees!

The martyrs of Juliaca are martyrs of the entire world working class!
The blood shed will never be forgotten, neither in Peru, nor in Syria, or in Palestine!

The Boluarte dictatorship murdered on behalf of and under the orders of US imperialism. It is the same one that today commands the Zionist gendarme to continue massacring in Gaza and  who yesterday led the genocide of al-Assad and Putin in Syria to crush the 2011 revolution, murdering over 600 thousand exploited! All this while the reformist left currents, of Stalinists and ex-Trotskyists, slandered the Syrian workers and exploited calling them “terrorists”… just as the murderer Boluarte called those who rose up against the coup in Peru!

Today the workers and exploited of Syria have risen up and overthrew the fascist government of al-Assad, opening the second Syrian revolution.

Syrian masses in revolt took to the streets, went to the prisons and freed tens of thousands of political prisoners and are beginning to do justice with the regime officials who are murderers, torturers and mass killers of the people. And while they have not subordinated to the new bourgeois government of HTS and the Assadists, they are already clashing with the state of Israel that is occupying Syrian territory.

The Syrian masses are the best allies of the Palestinian people and show the way to achieve justice for all our martyrs! Let us stand up in support of the exploited Syrians and the Palestinian masses to confront the leaders of the murderous Dina as one fist, to obtain justice and to free all the imprisoned fighters from Peru and all of Latin America! Let us deepen the international struggle beyond borders!
