In the midst of a clear and open recession that hits Bolivia as a refraction of the world capitalist crisis accelerated by the pandemic, after the Senkata and Sacaba massacre, the regime of the pact between Media Luna, the MAS and the COB bureaucracy blessed by the OAS sought to re-legitimize itself with the presidential elections of October 2020. The independent mass irruption of August 2020 terrified imperialism and it was the OAS itself, the UN, the church, the fascist Media Luna and the coup generals which called the MAS emergency to put it back in government and thus abort the revolutionary struggle.
Those days during his electoral campaign, Arce filled his mouth with demagoguery in front of the masses, lulled them to sleep with bombastic speeches, even telling to the relatives of the victims of the genocide in Senkata that their demand for "justice" for all the fallen martyrs was a priority. A cynicism without limits, because the MAS of Arce and Morales was the cowardly bourgeoisie that had fled in the fascist coup while in El Alto, the poor peasants and workers put their chests to the bullets. After bloody days in Senkata and Sacaba the majority of the Legislative Assembly with their MAS's presidents David Choque and Eva Copa gave governance to the coup plotters and voted the “pacification” law with the tutelage of the church, the OAS and the UN, a "peace" of the graveyards.
Now five months into the MAS government with Arce, he has been exposed because his role as a cowardly bourgeoisie has guaranteed freedom to fascists such as Camacho, Mesa, Pumari, Arias, among others who walk the streets freely and even guaranteed them to run for governorships and mayors in the electoral circus of the regional elections. Others have already realized the deep hatred of the masses and fled such as the hated Arturo Murillo, Yerco Nuñez, Fernando López (former ministers of Áñez), the former commander-in-chief of the armed forces Williams Kaliman who called for Morales to leave in the fascist coup in November 2019. Likewise, the landed oligarchy of Media Luna continues to enjoy, as during the 14 years of Morales' government, thousands of hectares of the richest lands in Bolivia while hundreds of thousands of poor peasants do not have a single plot of land to work. And if that were not enough, Arce has just paid a debt of 327 million dollars that Áñez contracted with the International Monetary Fund (IMF) with an interest of 24 million dollars, as a nod to imperialism.
In the midst of this servility, the recent electoral circus of the regional elections has not even given stability to Arce's government, which has not solved the crisis of the pandemic and the massive layoffs at all. The king is "naked" and continues the attack that Áñez could not conclude; Arce has no alternative but to attack the masses on behalf of the US imperalists, the IMF and the transnationals in the midst of a pale economy with Net International Resources (RIN ) almost depleted (4.890 million dollars), with the GDP in red ... and this is because in this period of nil reformism the governments have no margin of concession before the masses to paint themselves as progressive or good-natured.
The victims of the Senkata massacre, fed up with so many empty promises, have stationed themselves in the Casa Grande del Pueblo (People's Parte House) threatening to start a hunger strike picket and Arce, feeling cornered, has no choice but to arrest Áñez and two of his former ministers (Álvaro Coímbra, of Justice, and Rodrigo Guzmán, of Energy) under the charges of "conspiracy, sedition and terrorism" , though not for the genocide of November 2019 in Senkata and Sacaba! seeking to use this fact to save face before the impoverished masses, to retaliate and save the business of the Media Luna landowning oligarchy and imperialism and the regime as a whole, and leave alone the murderous institutions such as the armed forces, the caste of judges and the policeman that are stained with worker and peasant blood.
The MAS of Arce needs to sell something credible, but lies and infamies have short legs. They arrested the leader of the fascist motorcycle gangs of the Cochala Youth Resistance, Yassir Molina, and the prosecution gave him “unrestricted freedom due to lack of evidence” in less than 24 hours… while other fascists like Camacho in Santa Cruz and Arias in La Paz are anxiously preparing to be governor and Mayor respectively, while Carlos Mesa and Pumari walk freely and reproach the Arce government in press conferences for his "dictatorship". The confinement of Áñez in the Obrajes women's prison for four miserable months by order of the prosecution for investigating her in that period ends up making her a "scapegoat" to leave the regime and its institutions intact. They did not even give her a 10-year or 30-year sentence as the victims and relatives of the Senkata massacre denounce! That is the accomplice justice of the MAS at the service of the fascists and the rich where the political prisoners of Senkata and El Alto in October and November 2019 don’t even have their simple and pure freedom! Moreover, during these four months Áñez will surely acquire a VIP jail with the money she stole and will not suffer even the 1% of torture suffered by the political prisoners of November 2019 who were suffocated with bags full of pepper spray, were pointed at with pistols in their mouths, threatened to be disappear, beaten mercilessly, which left them sequels for life.
We insist, while these MAS arrests aim to seek prestige for and save the regime as a whole, the oligarchy has once again rearticulated from the Coup-plotters' Civic Committees called again to councils and possible civic strikes and racist attacks against women in a traditional skirt and against the wiphala (flag of the native peoples, NT); it once again refloats the debate on whether in November 2019 it was a “coup d'état” or a “popular uprising”. The Media Luna comes to light again showing strength to "discipline" the cowardly Bolivarian bourgeoisie under the command of the OAS and make sure the former does not divert even a millimeter of its script. For this reason the same IACHR, the OAS, the church, the Civic Committees have already urged that arrests be stopped and detainees like Áñez be released.
By the way, currents like the POR of Lora, smearing the flags of Trotskyism once more, have once again defended tooth and nail that in November 2019 what was experienced was a "popular rebellion" (see publication on their official Facebook page on March 15 ) and not a fascist coup! Rare "popular rebellion" that ends with a genocide at the hands of the military and police. The workers should know that the Trotskyists' Fourth International never had the position of supporting fascism or the popular front. The pseudo-Trotskyist POR in their eagerness to seek out “red” and “socialist” generals for their rare Stalinist conception of the “Bolivian particularity” ended up side by side with the Banzerist generals in the coup, claiming to have developed a supposed “popular uprising” and "Rebellion", that is why to date they have not even spoken out against the militarization in Huanuni or asked for justice in the face of the Senkata and Sacaba massacres, or for the freedom of political prisoners. An absolute bankruptcy with no return, on their support for fascism!
As the other end of the same rope to liquidate any initiative of class independence in the labor movement and submit it to the MAS, a political slogan has emerged from the PTS / LORCI "against the advance of the extreme right"; despite trying to paint themselves as confronting the MAS and even denouncing the COB bureaucracy, actually they are promoting an anti-fascist front such as Stalinism, even going so far as to draft a bill for "free, safe and gratuitous abortion" for the parliament stained with workers and peasants' blood. Arce and Andrónico will be grateful for them painting their parliament as progressive where fascist parties live. PTS/LORCI speak "against the advance of the extreme right", call to "ismantle the fascists" of Cochabamba but they do not say how to do it; do they think it will be by means of submitting laws to the parliament?
On the contrary, the Trotskyists of the LSTI, far from any reformist pacifism, we know that in order to crush fascism and the repressive institutions of the State it is necessarily done with the dynamite of the miner, conquering the worker and peasant alliance and the self-defense committees aimed at conquering the armed militias as it was in 1952. Trotskyism never submitted to either the popular front or fascism, it fought them as the Pulacayo Theses say: with the war to the death against class collaborationism.
Neither forgetting, nor forgiveness or reconciliation for the massacres of Senkata and Sacaba: JUSTICE!
The workers and the exploited must know that the State is an organ of oppression of one class by another and it is there to guarantee the subjugation of the oppressed.In order to do this it has its armed forces, the police, its prisons, its parliament and other institutions at its disposal. Consequently, justice will not come from the MAS government that voted the coup leaders who crushed the women in the traditional skirt and burned the wiphala, but from the worker and peasant self-organization and reestablishing their alliance. The MAS has liquidated the COB and has submitted it as the State appendix, that is the tragedy of all our struggles, since they are divided, isolated and subjected to the State and the bosses.
That is why it has become crucial TORECOVER THE COB FROM THE HANDS OF THE HUARACHI BUREAUCRACY and impose from the grassroots the BREAK with its pact of "pacification" signed with the MAS and the fascists, in a Congress of the COB where there are representatives of the workers' and peasants' base delegates, who should be recallable at any moment and rotating, without bureaucrats or "worker" ministers that are pimps at the service of the government and the bourgeoisie. Let's re-consolidate the COB under the theoretical and programmatic legacy of the Pulacayo Theses, which the POR of Lora has absolutely disavowed! A COB with its worker and peasant militias as it was in 1952 to crush fascism and the officer caste and dissolve the police!
We do not believe in bourgeois and rich's justice, so let's set up workers' and popular tribunals headed by the victims of the Senkata and Sacaba massacre to judge and punish the murderers of the people.
Let Áñez, Camacho, Pumari, Murillo, the coup generals and other material and intellectual authors of the November massacre rot in jail! Simple and pure freedom to all political prisoners!
