POR's support for the fascist coup in 2019 has led the COB leadership, now in the hands of the MAS, which has again sealed a deal with the Media Luna, to accuse “Trotskyists” of being “agents of the coup”
The POR at the feet of fascism and staining the flags of Trotskyism!
The program of the Fourth International and the Pulacayo Theses never knelt either to fascism or to the popular front of class collaboration!
For a COB purged of traitors like Huarachi, to unite our workers' and peasants' ranks to face the relentless attack by Arce and the transnationals!
Late in 2019, the revolutions in Ecuador and Chile stood up together with the anti-imperialist combat of the Brazilian, Haitian, Honduran, and Colombian masses. Imperialism concentrated its forces in Bolivia with a fascist coup seeking to control and establish counterrevolution in the region with the aim of deepening its plan to plunder the nations.
Thus, the transnational corporations, the OAS, the Media Luna and the Banzerista generals garrisoned the police and overthrew Evo Morales, after he had been guaranteeing the plunder of Bolivia for 14 years. He surrendered cowardly and left, while the workers and peasants bravely struggled to set up again the headquarters of the revolution in El Alto, calling for the rank and file soldiers to join the people.
MAS MPs together with the fascist Media Luna ones and COB bureaucracy signed a "pacification" pact, blessed by OAS, over worker and peasant’s blood poured in the streets of El Alto, La Paz and Cochabamba in November 2019. The POR (a group that is a benchmark for the teachers union), which usurps the flags of Trotskyism, has constantly alleged from the coup to date the event was a “popular uprising” of which, according to them, the army and the police were part of on those bloody days. They have even dared to condemn cynically the revolutionary war cry of "Mesa, Camacho, we want your heads" , so denigrating the workers and peasants who stood up and challenged the repressors' guns, by calling them "Masista hosts", "vandals" and "lumpen" (Masas 2611, 15 November 2019, the same day the massacre in Sacaba-Cochabamba took place).
The POR took part in the city councils together with the fascist "civic committees". They joined the leadership of the civic committees of Chuquisaca and Cochabamba where the bourgeoisie lies. Through the leadership of the teachers they even met with Pumari (former president of the Civic Committee of Potosí and a partner of the fascist Camacho).
Not only did they and a large number of the currents that claim the Fourth International have ended up at the feet of fascism in Bolivia, but also in Syria by supporting al-Assad who has been massacring the workers and peasants since 2011, supported by Putin and the US.
They betrayed in Syria and also betrayed in Bolivia by putting themselves in the barricade of fascism. Nothing different from the creeping policy of Stalinism than with the Molotov-Ribbentrop pact in '39, and even before then with the policy of the plebiscite, led to and supported Hitler in power in Germany. Miserable!
This servile policy of the POR to fascism has led the COB bureaucracy, now as an appendix of the MAS, which agreed with the Media Luna, to accuse "Trotskyism" of being "agents of the coup." This is an open attack, not on the POR or its apparatus that for decades got used to giving courses on "socialism" to any career bureaucrat that emerged, as Lechín or Solares, but rather it is an attack on the labor movement so as not to leave any traces of the program that Trotskyism and the Bolivian revolutionary proletariat conquered in their midst in the late 1940s and early 1950s: The Pulacayo Theses. COB's board of traitors of Huarachi launch this attack on behalf of the Bolivarian bourgeoisie and imperialism because they have sworn that a revolutionary current such as that of '52 would never arise again; a revolutionary current bold enough to raise the Trotskyist program in Bolivia from which the revolutionary COB emerged with its worker and peasant militias threatening to seize power. We must recover the COB, purge it of traitors and refound it from the bottom up as in 1952 with its worker and peasant militias under the legacy of the Pulacayo Theses! COB must break with the bourgeoisie and their pact of "pacification" with the MAS and the fascist Media Luna and has instead to unite workers' ranks and confront the attack of Arce and the transnationals!
Although the Bolivian proletariat was forged with the whip of capital and military bullets in the mining districts, it was also forged with the fierce combat of the fourth-internationalist Trotskyists of 1938 that even in Stalin's prisons in the USSR did not succumb or yield a millimeter to the popular front of class collaboration or to fascism.
From that tradition The Pulacayo Theses emerged, which were approved in 1946 by the Federation of Mining Workers' Unions of Bolivia (FSTMB). Lora's POR did later in the facts the opposite of said program, that they had even made the FSTMB vote back in the 1940s; in that way Lorism betrayed the Bolivian revolution of '52. The POR does not come from a cabbage, it comes from the cancer of Pabloism and its support in '52 for the bourgeois nationalist party of the MNR, which would mean the expropriation of the Bolivian revolution that its worker and peasant militias had conquered.
By not drawing lessons from this tragic betrayal, POR also ended up betraying the revolution of 1971 where it was looking for “patriotic generals” under the Stalinist argument of the Bolivian “national peculiarity”, namely that as the army officers were of Quechua or Aymara (native South American) ethnicity, they could give a “red” and “socialist” fraction within the Bolivian Armed Forces; however, this policy gave birth to the rise of bloodthirsty general Banzer.
Decade after decade they have been liquidating the Trotskyist program, swindling the mining and factory workers, usurping the banners of Trotskyism with its revisionism and reformism. In 2019 without blushing and under the same strategy of looking for "red" and "socialist" generals and under their premise of uniting all the "revolutionary and anti-imperialist" forces, they ended up supporting the bloody coup of the murderous generals whose hands are stained with mine workers' blood from the Catavi and Siglo XX massacres in the 1940s, the San Juan massacre in 1967, in El Alto in 2003 and now again with Senkata and Sacaba in 2019.
The urgent need to re-found Bolivian Trotskyism on principled bases
The situation we the principled Trotskyists are witnessing is that the POR, in the name of Trotskyism, has ended up at the feet of fascism and the coup, consummating an open bankruptcy. The POR has sullied the flags of Trotskyism once again, but the fact is that the Bolivarian bourgeoisie and the COB bureaucracy have raised their heads and are trying to show “Trotskyism” as “agents of the coup” to erase the Trotskyist consciousness from the tradition and history of the mine workers' and labor movement that has cost so dearly to the four-internationalist Trotskyists who did not give in to fascism or to the democratic fronts.
Today, within layers of the working class, in Huanuni, in factories in El Alto, in Oruro, Cochabamba and among the university students, a rightful rejection to the POR has begun to emerge. However, the tragedy is that the POR claims to represent Trotskyism, and the masses only identify the “Trotskyism” of the POR with its Stalinist policies, which is now more decadent than ever through its submission and support to fascism. That is the tragedy in the labor movement.
This has exacerbated the crisis of revolutionary leadership, which is why the need to re-found Bolivian Trotskyism on principled bases has become a decisive and urgent task, since the POR in its bankruptcy is destroying the theoretical and programmatic legacy of the Fourth International before the vanguard's eyes. POR's hands off the Pulacayo Theses and the theoretical and programmatic legacy of the '38 Fourth Internationalist Trotskyists!
The task of refounding Trotskyism is part of the struggle to recover the party of world revolution, the Fourth International expurgated of traitors and false Trotskyists, under the theoretical legacy of the Transitional Program of 1938, to give the Bolivian and international working class the leadership they deserve to succeed in the fight for the socialist revolution.

Crack down after the massacre of Senkata
For a bloc of militant worker, peasant and student organizations to fight and recover the COB from the hands of the bureaucracy
And fight to conquer bread, work, health, justice for our martyrs, simple and pure freedom for all political prisoners, and all our demands!
Today in the midst of a brutal offensive by the Arce government that continues the repression on the peasants of the Yungas, it is firing workers remorselessly along with the businessmen and gave neither freedom to the political prisoners of November 2019 nor justice to the victims of the Senkata and Sacaba massacre. On the contrary, it has saved all the businesses of the fascist oligarchy and the transnationals. Now it has become decisive to unite the struggle from below to advance in recovering the COB, which is again an appendage of the MAS.
Every workers' struggle lies divided by the Huarachi bureaucracy and at the mercy of the centralized attack of the capitalists. And on top of that, the government is preparing its Mining Summit to redouble the looting of minerals and the militarization of mining centers such as in Huanuni with the excuse of the theft of minerals by unemployed workers when the biggest mineral thieves are the transnationals served by the MAS for 14 years and Arce continues to do so as much the same as or worse than the coup leader Áñez.
On this regard, different currents, as the POR, speak and denounce the Huarachi bureaucracy of the COB, correctly affirming that it would be an "agent of the government and the bosses" but they do not mark a concrete or effective course to conquer this pressing need from the teachers' union and the sectors of the labor movement they influence. The differences we have with this organization are abysmal but we must put ahead the interests of the exploited masses that today suffer hunger and dismissals and fight in the worst conditions due to the responsibility of the rotten Cobista bureaucracy.
This possibility is open and we call on all militant worker, peasant, and student organizations to set up this bloc to recover the COB, calling for a COB Congress with rank and file, recallable and rotating delegates, without bureaucrats or "worker ministers", who play as pimps of the bourgeoisie. That COB Congress must haveto vote, as its first point, to break with the "pacification" pact signed by the COB bureaucracy with the MAS and the Media Luna. That is essential to conquer the unity of the workers' ranks, reestablish the worker and peasant alliance and fight for the full freedom of the political prisoners of November 2019, justice for our martyrs of Senkata and Sacaba and all our demands unified in a single set of demands; to expropriate the transnationals and the landowning oligarchy of Media Luna without compensation and under workers' control, to give the land to the poor peasants.
