The veil of the con of the Workers’ Party falls
A smokescreen so that the COB collaborationist bureaucracy “blessed” and supported by the POR, could strangle the general strike and defeat the mining vanguard from Huanuni
The WP [PT] of the COB bureaucracy and their left-wing “jesters” as the LIT-CI and a few ones from the LOR-CI, was just a mere detour to finish submitting the working class to the Morales government, agent of Wall Street and the Morgan Bank.
In the COB extended meeting held last November 21st in Santa Cruz, the collaborationist bureaucracy resolved to publicly support the candidacy of Morales and Linera in the next 2014 presidential elections, for which they inform the dissolution of the COB’s Workers’ Party. Meanwhile Solares –COB’s advisor-, together with Mario Martínez, influenced by the LOR-CI, separate themselves from the bureaucracy and insist to continue with this WP charade.
The WP was never a real workers’ party. It was a “left” wing of the Morales’ MAS to scam the workers. It was the smokescreen that the COB treacherous bureaucracy, disguised as “Trotskyist” thanks to the POR and the other reformists, needed to defeat the miners from Huanuni and hand out the May general strike in demand of decent wages and retirements. Only in this way the Morales government could, with the COB bureaucracy defeating the entire working class, sustain itself as a direct agent of Obama, Wall Street and the imperialist MNCs that come for everything and to redouble the attack against all the workers with inflation, hunger and the unprecedented suffering of the masses, all this backed by Trujillo and the other COB collaborationist bureaucrats.
The workers have to know the truth. The Bolivian working class and the poor peasants were coming from braking with the government of Morales since 2010, in the struggle against the “gasolinazo”. With two general strikes –the one of 2010 and the revolutionary strike of the workers and poor peasants from the TIPNIS in 2011- they put the servant government of Morales and Linera on the brink of the revolutionary falling, since there the revolutionary alliance between the workers and poor peasants was being welded. The subjugation that the FSTMB –supported by the POR- imposed the miners from Huanuni was what prevented this perspective. The fact is that the miners are the sector of the workers that, for their role in production, can lead the exploited and peasant masses to defeat the government and its infamous regime of pacts with the fascist Media Luna.
Despite the partial defeats that they had provoked to the working class that was battling, and the subjugation of the miners from Huanuni that isolated them from all the struggling workers; the energies of the proletariat still hadn’t been exhausted. Demonstrations by sector followed: the teachers and factory workers controlled by the POR, the health workers and the students and the ninth strike of the peasants from the TIPNIS. At the same time the miners were fighting again in Colquiri, facing the cooperativist bosses and the MNCs’ plan.
Precisely, what alerted and frightened the servant of imperialism bourgeoisie was the return of the Huanuni miners that were starting to break with the government. This was expressed in the union elections in February in which the list of Ronald Colque, supported by the POR, won, and 600 workers voted for the program of Trotskyism: breaking with the government, struggling to recover the COB from the hands of the collaborationist bourgeoisie and to follow the struggle way of the miners from Marikana in South Africa.
So, the COB collaborationist bureaucracy prepared a “democratic” coverage with the WP to make the workers believe that their leaders would fight for their demands keeping the “independent policy of the workers” and facing the Morales government. A real lie. Trujillo and the other bureaucrats from the COB had transformed it into a true appendix of the Morales government, even providing “worker” ministers for their government.
To legitimize this trap they used the renegades of Trotskyism. These provided the “Trotskyist” varnish, embellished it and even wrote documents so that the bureaucracy could pass the WP trap before the miners from Huanuni and all the workers.
So they “founded” the WP –on March 7th and 8th- in a COB Congress held in Huanuni and organized by the COB Political Committee headed by the traitor Solares, the COB bureaucracy, the FSTMB and their allies: the “jesters” of the reformist left-wing of the LOR-CI/LIT-CI together with Ronald Colque –which was then leading the SMTMH and influenced by the POR- as the host of said congress.
Two months later, in May, Trujillo from the COB and Miguel Pérez (from the FSTMB) call for the general strike to fight for the salary and in defense of the retirements, call which is taken by the workers in the country and the Huanuni miners. The objective of the bureaucracy was, from the start, to finish wearing out the energies of the workers, leading them in a disorganized way, divided and with the policy of pressuring the Morales government to negotiate the demands.
In this way the role of the POR was crucial, as it also was the role of the reformists inside the WP. The POR went there to control the combative teachers from La Paz, deepening the division of the workers in struggle, while it supported the bureaucracy of Ronald Colque so that he, together with the COB bureaucracy, could lead the unarmed and disorganized miners to a trap prepared by the Morales government. Thus, in the blockade in Caihuasi the Morales’ murderous police dogs were waiting for them to begin a brutal suppression that took 300 detained miners and 22 prosecuted that until today are still threatened to be imprisoned. And the WP? The only thing they did was to take them a couple of lawyers!!
But the thing doesn’t end here. The miners, biting their teeth in anger resolve to travel to La Paz to resolutely face the Morales government. Once there, the COB bureaucracy and Ronald Colque from the SMTMH left them lying around, wandering in the streets for an entire week; without even coordinating them with the teachers, factory workers or students. Meanwhile the POR, a few meters away from the UMSA, where the miners were organizing themselves, was carrying out a council with the teachers without calling the miners from Huanuni.
Finally, and after 20 days of strike, the Trujillo bureaucracy and their WP pact with Morales and end up handing out the demands for which it was fought a negotiation table with the ministers of the government. The miners returned to the Huanuni mine almost defeated, with their hands empty and slandered by the government’s dirty campaign that labeled them as “lazy, privileged salaried-employees”. In this way they strangled the general strike in order to pass the Morales’ law of miserable retirement.
In this way they prepared the way for the government to launch a brutal attack against the miners and their conquests, issue that until today they are still paying with the decrease of their bonds and tax labor and with the threat of having to seal an alleged “debt” with the government of 100.000 Bs. per miner. This defeat of the Huanuni miners occurs at the precise moment in which the government servant of Obama and the MNCs go for all the conquests of the workers since all the mining and hydrocarbons were mortgaged as a guarantee of the payment of the debt contracted with Wall Street and the Morgan Bank and now has to make the working class and specially the miners pay for it with the privatization of the “nationalized” mines such as the one in Huanuni. For that reason Morales needed to impose the miners the unconditional surrender, to advance in his plan and guarantee the imposition of a full attack and make the miners pay; and for that he has imposed his loyal server: the traitor bureaucrat Pedro Montes in the leadership of his union.
The POR and Ronald Colque were the ones that paved the way for the ascent of this bureaucrat servant of the government. The fact is that they never called to defeat in the streets the treacherous bureaucracy of the COB. They –together with the FSTMB bureaucrats- made them believe for years that alone and working hard in Huanuni they could save themselves and keep their conquests, and thus subjected them to Trujillo and the entire COB bureaucracy during the strike.
This is what the “COB’s WP” was all about, another appendix of the Morales government, of its class-collaboration front. That’s why the COB now announces the “dissolution of the WP” and confirms its open alliance with the MAS and the government for the 2014 elections to guarantee Morales-Linera, in the parliament, with their representatives and “worker” ministers, the necessary votes for them to win the elections. The WP of the COB collaborationist bureaucracy, embellished by their allies the reformists renegades of Trotskyism, ended up being just a simple detour to finish leading again the working class and poor peasants from Bolivia to the feet of the Morales government and his anti-worker regime of pacts with the fascist Media Luna, a government of the new Rosca, servant of Obama, the imperialist MNCs and the parasites from Wall Street and the Morgan Bank.
The WP was the veil covering this conspiracy against the working class prepared by the COB bureaucracy and their supporters. Defeating the mining vanguard was the decisive step to finish handing out the proletariat and the revolution that begun in 2003-2001. Revolution that was at the forefront of the Latin American revolution in the XXI century, expropriated and disgraced by the Bolivarians, today direct agents of Obama and Wall Street.
The last word of the working class still hasn’t been said…
What the working class needs to stand up again is to settle the issues with the treacherous bureaucracy and their servants, to recover the COB and re-found it from the bottom to the top, under the program of the Pulacayo theses, as in 1952. We need a Congress of base delegates, 1 every 100 to re-found the COB, without union bureaucrats or pimp ministers for the bourgeoisie. We must stop Morales’ anti-worker attack! Break the siege and the isolation imposed to the Huanuni miners. So that the revolutionary alliance of workers and peasants returns to the streets. So that the shout of the Bolivian revolution of 2003 can be heard again: “Out gringos from Bolivia and Latin America!”, “Death to the MNCs!”, “Not 30% or 50%, the gas for the Bolivians!” Immediate nationalization of the entire mining industry, without payment and under workers’ control! We have to follow the example of the Brazilian workers that faced the WP of Dilma and their supporters: the CUT and Conlutas treacherous bureaucracy and the reformist parties!
The working class needs and deserves a revolucionary and internationalist leadership to fight and be victorious. For that we must re-found Trotskyism in Bolivia as a part of the struggle for re-founding the Fourth International of 1938. For this task, we the Trotskyists contribute our lessons and program as a starting point for the merger of the internationalists with the vanguard workers and youth that are facing the current treason of their leaderships.
