In the midst of a phenomenal crisis in the BRICS, imperialism has come with the IMF to collect its interests, but the masses have won the streets and start to put a brake on the offensive of the exploiters and the illegitimate government of Temer. The workers and exploited of the countryside and the city deepened their fight, with a metalworkers’ general strike (in September of 2016); on the national day of action (March 15, 2017) and April 28’s General Strike, the working class began to wage battle. The rally and occupation of Brasilia on May 24 shows that the working class will not give the government a truce and is ready to fight until the latter collapses! LET’S NOT STOP!

In the midst of the bourgeois disputes and the "corruption scandals", at a time when imperialism comes to claim the money of all the businesses of the nation's plunder with interests added, the illegitimate government of Temer and the den of bandits want to impose completely a ferocious attack against the working class and the exploited. But the working class is entering the fight in enormous revolutionary action days with which they begin to stop the government’s hand and to take the center of the scene.
After massive mass fighting, which is already beginning to take on a historical character, against the government and its anti-labor reforms dictated by imperialism, JBS’ bosses’ whistle-blowing made clear what everyone already knew: that Temer was involved in the corruption net that guaranteed the plunder of the riches of the country, which caused the exploited’s hatred.
At the same time it is possible that Temer has to cease as president for the cause against the slate Dilma-Temer because of "box 2" (the administration of funds from big companies’ illegitimate donations) and phenomenal schemes of rake-offs asked for the political campaign, as they arose from the delations of João Santana, an advertising campaigner who commanded the Lula-Alencar campaign in 2016 and the two Dilma-Temer campaigns.
But the balance of forces between classes has changed. The working class has begun to win the streets and nothing is now as before; in the midst of the crisis, amidst the bourgeois dispute, huge battles of the masses begin to penetrate. Today, just over a year of Temer's rule, the open threat of his overthrow by the revolutionary struggles of the workers and exploited masses is the order of the day.
All the exploiters fear more than anything in the world that the revolution in Brazil would break out, as the first step of a revolutionary struggle in all of Latin America, as it calls into question the whole business and property of the bourgeoisie and the imperialism.
Therefore, before this scenario of terror for the bourgeoisie, and once again demonstrating the complete farce of an alleged "coup" against Dilma and the PT, Brazil main political parties are seeking -with Lula (PT), FHC (PSDB) and Sarney (PMDB)- to define a "Plan B" with a new name so that it can guarantee governance until the 2018 elections and ensure that the core of the reforms dictated by the IMF and transnational corporations are approved, in the event that Temer falls or is forced to resign.
The bourgeoisie is very clear that the workers have began a general struggle from their unions and organizations to fight against Temer and the anti-labor reforms. That is why everyone in the ruling class has to prevent the government from being overthrown.
But it is necessary to tell the truth. If the government of Temer still does not fall is thanks to the betrayal of the union bureaucracy. They submitted our organizations of struggle to the PT, they put us on our knees before the Ministries and before the bosses at the negotiating table.
WE HAVE ALREADY TAKEN THE STREETS; WE HAVE ALREADY SHOWN OUR STRENGTH!
NOW IT IS TIME TO OPEN THE REVOLUTION OF BELOW!
Nobody can deny that little by little the generalized hatred of the masses is beginning to be expressed in enormous action days of combat in the streets and that these happen despite and against the union bureaucracy. These mass struggles are fueled by the more than 14 million unemployed, the terrible conditions of the SUS (totally un-funded and precarious popular medical services, TN), the big budgetary cuts to education, the enormous cost of transportation, the struggle for land and housing. Also, the just hatred of the people against the bourgeois politicians who have stolen billions of dollars and driven the country to bankruptcy among a sea of destitute people is driving the mass battles. For the bourgeoisie, this scenario is clear: a revolutionary situation can open up at any moment.
The government is hanging on a thread and if it has not yet been overthrown by revolutionary actions it is definitely due to the policy and the nefarious role of the leaderships that the masses have to their head! Down with the union bureaucracy! (See the polemics in this page)
But against this clear perspective and to prevent the opening of the revolution, the policy of pressure on the parliament led by the reformist leadership and the trade union bureaucracy has been the biggest impediment to the development of the proletarian struggle against capitalist bankruptcy.
For, while the whole bourgeoisie is discussing today who should govern and how to save the bourgeois semi-colonial regime, the policy of the bureaucracy and the reformists has prevented at every step the workers and exploited from being able to define a real struggle for a worker and peasant government that -as a first step- do not repay the fraudulent foreign debt with the imperialist banks (with which imperialism has looted and subjected the country at the expense of the misery of the exploited), expel the imperialism out of the country, and expropriate all the property of the imperialist transnationals.
As we have already stated in other statements, there will be no possibility of stopping the attack of the bosses and imperialism in the midst of the historical crisis of capitalism started in 2008 without attacking capitalist property, without expropriating the capitalists and putting the production under labor control. And for that, the workers and the exploited of the countryside and the city should set up assemblies, pickets and strike commands in every workplace, and coordinate them at the regional, state and national level to fight as a single fist against the bourgeoisie and imperialism .
Nothing will be won by new elections. Temer comes from ruling with the PT, and with Dilma he initiated this historical attack on the workers and exploited on account of imperialism. And today PT, PMDB and PSDB are discussing how to guarantee together bourgeois governance and the maintenance of this opprobrium regime. It is increasingly clear that if Temer is still there, it is because the bureaucracy supports him, because of their policy of submission to the PT while Lula and Dilma are holding Temer from the "opposition".
Under the leadership of the bureaucracy, the trade union centrals are the guarantee for agreements in the top echelons, to negotiate with the bosses, to put the workers at the feet of the PT. Thus they prevent the workers and their organizations of struggle from exercising their strength. That way the treacherous leaderships neutralize the masses’ full potential by making them powerless, carrying them behind actions of pressure on parliament and bourgeois politicians.
Thus they allow the bourgeoisie to gain time to impose the attacks and with new deceptions and conspiracies behind the scenes prepare a bourgeois exit to the crisis.
We must break the submission to the bourgeois state and this democracy for the rich. There will be no way out for the workers and the exploited under the infamous regime of the 1988 Constitution.
Neither direct elections nor general elections
For a Revolutionary General Strike Right Now!
The "Out with Temer!" can only be conquered with a General Strike that does not have as a goal to exert pressure on that parliament of bandits, agents of imperialism. Nor will it be conquered along the way of direct elections or general elections, as the trade union bureaucracy and the reformist left propose, but with the General Strike that opens the revolution, advances in overthrowing the bourgeoisie and conquering the bread by expropriating the expropriators. And the actions we do on the streets show that there are plenty of conditions for that.
Clearly what we workers need is to organize and conquer this Revolutionary General Strike, but it must be in the opposite sense of which the bureaucracy fight and reformist currents want to give it. They have determined that the next General Strike will be called for between the 26th and 30th of June, but these dates are not determined to the immediate need to conquer the bread for our families that the capitalists have snatched us, advancing in unifying the working ranks and of these with the poor peasants’. However, the bureaucracy and the reformists intend to define our struggle plan subordinating it to the "parliamentary agenda" that will vote the Law of Labor Reform and the Reform of Social Security.
The working class has already begun to show that these leaderships do not represent their interests. We have just started to face the bureaucracy in the streets. We have already defied their cries when they wanted us not to take the Palace of the Plateau (the federal government site, NT) on the May 24 action day. And even if we did not advance to occupy it, despite the fact that we resisted and faced police repression, it was because the bureaucracy interposed itself between us and that den of bandits. Enough is enough! We must recover the CUT (Central Union of Brasil, NT)! We must put it back to the service of the workers' struggle! We must found again our organizations of struggle from the bottom up!
We must prevent the workers from being subjected to bourgeois politicians and their thieves' parliaments. Workers 'committees, strike and supply committees, as in the 1970s and 1980s, should be put back on their foot, and the workers' ranks must be unified among the unionized and non-unionized, employed and unemployed.
Neither direct nor general elections! We must follow the path of the General Strike of April 28 and conquer the Revolutionary General Strike to overthrow the government and demonstrate who the owner is!
We must call a Workers’ Emergency Congress of all the organizations in struggle, to conquer a workers' emergency plan to get out of the crisis. To prevent the workers and the exploited from paying for the crisis, it is necessary to define that any factory that closes, suspends or dismisses workers will be expropriated without compensation and under the control of the workers. As a first step we must ignore the agreements signed by the bureaucracy with the employers that took our salary with the “Plan of Job-Protection” (reduction of the day according to the need of the company with wage reduction , NT) and that snatched our work with lay –offs and suspensions.
In this Congress the workers in struggle, the laid-off, the unemployed workers, the homeless, the landless poor, the combative youth, must be represented! All the workers' organizations that want to confront the government must make themselves available immediately to call this Congress of Emergency of the exploited of the countryside and the city!
Expropriation of agribusiness transnationals without compensation and under worker and peasant control to guarantee land to the poor peasants and cheap and quality food for the workers and exploited of the city and the countryside!
Expropriation without compensation and under workers' control of all the banks to conquer a single state bank and to be able to give cheap credits to the small producers and the ruined middle classes of the countryside and the city!
Petrobras, Vale, Embraer, ports, airports, routes, railways and all natural resources must be re-nationalized without compensation and under labor control!
We must expropriate all the transnationals, break the agreements of surrender and agreements of submission with imperialism! Stop repaying the foreign debt! The Central Bank reserves are of the workers’; Meirelles and the IMF: hands off our reserves!
Against the thieves of Odebrecht, OAS, Camargo Correa, and all the construction companies: they must be expropriated without payment and all their assets and properties confiscated under workers' control. Thus we will conquer a plan of public works in the service of the workers and the exploited. A public-works plan will guarantee jobs for all available hands.
In order to defend the masses against state repression and prevent further massacres in the countryside and the city, organized and centralized self-defense committees should be set up at the regional, state and national levels by trade union centrals and organizations of the exploited. Enough of repression against and imprisonment of the workers! Enough of massacring the peasants! Out with the agribusiness transnationals and their murderous gunmen! Labor and popular tribunals to judge and punish all the murderers under the command of imperialism and the slave-owning employers that slaughter the exploited of the countryside and the city!
The Temer government, the bourgeoisie and the exploiters want to use the armed forces to suppress the people. We cannot afford it! The rank and file soldiers must disobey the orders of their officers, must place their demands as part of the demands of the workers and exploited in struggle. The rank and file soldiers must disown the officers who command the militarization of the hills and favelas (shantytowns) of Brazil and who command the military operations against the exploited in Haiti. The rank and file soldiers, the children of the workers and poor peasants, must refuse to repress the workers in struggle and must put up their arms to defend them. Their place is next to the workers! Committees of rank and file soldiers must be set up alongside the committees of workers and poor peasants!
Immediate release of Rafael Braga and all political prisoners! Stop prosecuting the working-class and popular fighters! The police and the state's repressive apparatus have to be dissolved.
ENOUGH OF BRAZIL OF THE BANKERS, THE TRANSNATIONALS, THE JUDGES AND THE POLITICIANS WHO STEAL AND DECEIVE THE PEOPLE!

Only such a government can guarantee a free and sovereign National Constituent Assembly without bossess, that breaks with imperialism; that expropriates the land given to the transnationals to conquer cheap food for all the exploited and land for the poor peasants. A constituent assembly with one deputy elected for every 30 thousand inhabitants (who should earn a wage equal to a worker’s) formed by a single chamber that assumes all executive, legislative and judicial powers.

BRAZIL MUST BE THE SPEARHEAD FOR THE RETURN OF THE SOCIALIST REVOLUTION IN ALL OF LATIN AMERICA
The rise of the working class in Brazil must be a gulp of fresh air to the struggle of the exploited from Alaska to Tierra del Fuego. That’s because we all fight against the same enemy: Trump, transnational corporations and imperialism.
In order to be victorious, the combat of the exploited of Brazil must settle accounts with all the leaderships of the World Social Forum. These leaderships isolated, slandered and surrendered the revolution of the Maghreb and the Middle East that today suffers its consequences in Syria, bloodied by Assad-Putin and all the imperialist powers, which left more than 600 thousand dead, more than 10 million refugees and one land devastated by the bombs of the counterrevolution. They guaranteed to remove the socialist revolution from Latin America and gave out Cuba, where the bourgeoisie had been expropriated, our greatest conquest, to imperialism.
In order to actualize the "Out with Temer" and make the capitalists pay for the crisis, it is necessary to break the subjection to the bourgeoisie and the institutions of the bourgeois state, and to call for the unified combat of the workers and exploited people of the whole continent who suffer and fight the same attack: Peña Nieto’s structural reforms in Mexico where the bourgeoisie imposes the plans of imperialism through a real war, at the price of thousands of worker and peasant lives, disappearance, prison and torture to the fighters; Macri’s brutal attack in Argentina with tariffs, thousands of layoffs and attacks on workers' achievements, that has been launched to repay the debt to the vulture funds; Maduro’s handing over the oil and PDVSA (state oil company) for a dime while starving Venezuelan people, supported by the murderous caste of officers and the Bolivarian Constitution; to give just a few examples.
Our best allies are in the USA. That’s because the Black and migrant working class continues their struggle within the imperialist beast for 15 dollars / hour wages, for papers and right to the immigrants who make move the country.
So in Brazil there are enormous reinforcements to the struggle of the exploited in Haiti, where the invading Brazilian troops commanded by Lula and Dilma and now by Temer, occupy this country under the command of the UN and imperialism. OUT OF HAITI THE OCCUPATION TROOPS! JUST WITH THE MASSACRE OF THE HAITIAN PEOPLE THE KILLING OFFICIALS HAVE PREPARED FOR THE MASACRES IN THE WORKING CLASS DISTRICTS OF RIO AND ALL OVER BRAZIL!
THOUSANDS OF VENEZUELANS HAVE ENTERED BRAZIL TO FLEE FROM HUNGER AND THE MASSACRE BY MADURO, THE MUD AND THE OFFICERS’ CASTE ON ACCOUNT OF IMPERIALISM.
