During last March, April and May, a huge offensive by the transnational companies and the pro slave-owner bosses has taken place. In April, the government, in the midst of the pandemic, edits Provisional Measure 936 (decree-law) that stipulates the employer's right to reduce wages, suspend, dismiss and also liquidate collective agreements, legalizing individual or group negotiation outside the protection of the unions.
The treacherous bureaucracy was already prepared to impose immediately, factory-by-factory the application of Bolsonaro's decree. Thus, from the majority centrals such as the CUT and CTB led by Lula and the Church, Paulinho's FS and the PSDB, as well as the entire Bolsonarist bureaucracy, under the command of the FIESP and FIRJAN employers' federations and the imperialist transnational corporations, applied the terror over the unionized working class threatening hunger and unemployment, and selling out, through extortion, the workers' conquests.
For its part, the leadership of the CSP-Conlutas issued up an "Orientation to private (companies) unions", saying that it is necessary to fight against this decree so that the crisis is not paid for by the workers and raising the negotiating points: "We will make clear to the working class that our policy is to face the far-right attacks of the Bolsonaro government and the bosses, always respecting, encouraging the votes and the democratic decisions of the workers. It is the base that decides and, therefore, it is the one that guides the paths that the unions follow…” (Guidance to private unions on how to act before MP 936, of the National Secretariat of the CSP-Conlutas, April 10 2020)
Has the base really decided? The decree was imposed factory by factory with terror and the blackmail by the bureaucracy! They blackmailed the workers into agreeing to give up their wages and conquests in exchange for keeping their job. These bureaucrats first backed the firing of millions of outsourced and off-the-book workers and now have guaranteed the imposition of Bolsonaro's decree, handing over unionized workers under the fierce terror of unemployment and hunger. So how can you say that these conditions allow the base to decide? How do you affirm that there can be a workers' democracy in the midst of such terror by the sellout bureaucracy under the command of Lula, Paulinho, the Church, FIESP and FIRJAN? This policy was applied in all the metallurgical factories and in the GM, where they were not even organized around the GM delegates in the plants of San Pablo with 4000 to 5000 both in the ABC Paulista, and in SJC, in Mogi das Cruzes directed by the CUT or the Union Force.
What the GM bosses had already imposed with the terror of the bureaucracy and on the rest of the plants separately, is what they then presented to the Ministry of Labor and the SindMetal of San José dos Campos. This already concocted proposal is brought to the assembly for them to be "discussed" and "put to a vote". This was done not only at the GM, but at the Embraer and in all the factories that are under the direction of the SJC SindMetal, accepting factory-by-factory negotiations.
Once the assembly was held, the SIndMetal management declared, “This is certainly not the best agreement, but we are in a scenario in which the bosses came out strengthened on behalf of the Bolsonaro government decree. The union defends the adoption of paid leave for all, without wage reduction, but it is the worker who decides.” (sindmetalsjc.org.br, 04-09-2020 "In the GM Metallurgical Virtual Assembly people approve suspension of contracts") The management of Conlutas, the SindMetal and the PSTU are free to say what they want, but not that there is workers' democracy when what exists is a terror policy of the bureaucracy.
Enough of division and hunger and surrender agreements
Unity and coordination of all the metal workers to fight!
The workers were left at the mercy of the bosses' attack, separated in different plants, including separated among plants of the same transnational companies. They were terrorized and blackmailed by the union bureaucracy with the tale that they would lose their job if they did not accept the agreement. These agreements were made when the workers were not working, when they were totally weakened, finding themselves outside the production process, and through "virtual assemblies", from their homes, with secret votes in the midst of quarantine. That is not union democracy, it is extortion and terror, making workers "decide" between a rock and a hard place. They were not free to decide!
The SindMetal leadership cannot insist that there was a workers' democracy to decide. The workers were not there to fight, the bureaucracy imposed the agreement on the other factories and isolated them, imposing surrender. Actually, there was a surrender imposed by the treacherous bureaucracy. We must ignore and break those agreements!
The CSP-Conlutas should have called on all workers to organize and reject the signature of the sellout agreement and thus seriously fight for workers' democracy. However, the CSP-Conlutas metallurgical management entered into this fraudulent negotiation.
Enough of division of metalworkers! Enough of selling us out! We must call on all workers led by the CUT and Força Sindical and all independent workers to set up a coordinator for the fight so that wages and collective bargaining agreements are not touched, at a time when they take advantage of the pandemic to reduce by 50 % our wages, benefits and gains! DOWN WITH THE TREACHEROUS BUREAUCRACY!
