Speech by Alfredo Inao, Coordinator and Spokesman of the Organizational Committee for the Promotion of the National People's Assembly

"Our proposal is to develop the domestic jurisdiction and strengthen the appeal processes to the International Criminal Court"

An internationalist and supportive greeting for all this group so diverse, so wide. We are truly united in our hemisphere, our Americas.

Faced with this situation that Colombians suffer, we have concrete proposals. One of them is the deployment of popular assemblies, and insists on it as a direct exercise of the people. It seems to us that it’s essential to strengthen the assembly processes in the different territories, neighborhoods, sidewalks, community action boards of our land.
Going from the streets, from the barricades, from the sit-ins to the parks and squares. It seems to us that this task, tactically speaking, is very important. Because blood has already flowed. The regime will continue to insist on murder. It will continue to raise what it has already done. So it also seems important to us that the National Popular Assembly be strengthened, in this context, as an advanced tool, which raises a paradigm of government, legislation, justice and electoral power.
It seems important to us to propose an international action to request before the UN Security Council to warns the International Criminal Court, within the principle of complementarity, and expedite the complaints that have been presented; and that we develop a complaint action. In other words, massive complaints; complaints that each of the citizens may present to the nation's attorney general, even knowing that we don’t have a prosecutor's office, but in order to verify once again the degree of impunity our country suffers. So: develop domestic jurisdiction and strengthen appeal processes to the International Criminal Court.

Recently, the Permanent Court of the Peoples ruled not only against the state, but there is also punctually talk that there is an international drug cartel enthroned in our state, putting national security at risk. Regional security has already been endangered by their attacking our siblings the Venezuelan people.
Likewise, in domestic jurisdiction, (we propose) to develop a figure called a jury trial system. It seems to us that, given the serious impunity that exists, this alternative can perfectly stop the impunity that we suffer so much.

Companions that is our proposal; so that, please (we say it in a measured way), we ask for them to be included in the tasks to be carried out by the different organizations that adhere to this international appeal.
