On October 7, municipal and regional elections were held throughout Peru. They were guarded by the National Police of Peru and the Armed Forces, with nearly 50,000 troops deployed throughout the country guaranteed the development of the imperialist and the bourgeoisie electoral trap. In these elections the transnational corporations, the IMF, Trump, the Fujimorist regime, Vizcarra and other patronal parties won.
It is a true super structural reactionary triumph for the whole of imperialism and the bourgeoisie, with which they have managed to legitimize with millions of votes the Fujimori pro-Yankee regime, which will be used against the exploited masses to deepen, as part of the plan of Trump and the Yankee Transnational Corporations, the re- colonization of their "backyard", Latin America. This will be done with a greater attack on the working class and the exploited masses imposing more looting, hunger, repression and jail, to guarantee the payment of the last cent of the fraudulent foreign debt to the IMF and with the military bases as guardians of mining companies and the whole imperialist transnationals' business.
This occurred at a time when the deep hatred of the working class and the exploited against the Fujimorist regime and all its anti-worker institutions is maintained. Already last year and in March of this year, the oppressed masses had already threatened to blow up this regime protected by the bases and the Yankee marines, shouting "Everybody out, nobody is left" and "Close the congress", when Kuczynski had to resign as president. The same thing happened some time later when the exploited masses went out into the streets against the gasoline price increase imposed by Vizcarra, who today deepens his attack by liquidating the collective agreements of state workers.
But thanks to the bureaucracy of the CGTP and the role of the Frente Amplio and the New Peru Movement, faithful supporters of the regime that disrupted the revolutionary struggle of the workers and exploited, the bourgeoisie and imperialism managed to impose their electoral trap, although the enormous non-participation, about 20% and the large number of null and vicious votes, which also demonstrate the loss of prestige of bosses' parties and bourgeois institutions, taking into account that elections are mandatory and if you do not go to vote have to pay fines as sanctions. Even in most of the southern regions, such as Arequipa, Cusco or Tacna, the null and blank votes won.
Despite this, the exploiters managed to develop their farce of the elections. A button showing the results is what happened in metropolitan Lima, the capital city of the country, where of the 20 candidates; Jorge Muñoz of Popular Action was elected with 36.30% of the votes. Accion Popular is a bourgeois party founded by Fernando Belaunde who was president in the '60s and then in the' 80s and in his governments demonstrated his open servility to the US, indebting Peru with a very high external debt to the imperialist bank. No doubt that the new mayor of Lima will faithfully implement the Vizcarra government plans dictated by the transnational corporations and Trump.
Meanwhile, the candidate of Keiko Fujimori and his Fuerza Popular (Popular Force) party won only 8% of the vote, demonstrating the enormous defeat of Fujimorism (which is the main "opposition" force with 73 members in the Congress). It did not achieve any national mayoralty. It was worse for the candidate of the party of former President Kuczynski (Peruanos Por el Cambio) who achieved only 0.35%.
On the other hand, the candidates of the "New Left" of the regime, such as Gustavo Guerra García (Juntos por Peru (Together for Peru)), a coalition of parties among which is Nuevo Peru (New Peru) of Verónica Mendoza, took 0.9% and Fernández Chacón (Frente Amplio, (Broad Front)) obtained just 78,000 votes, 1.6%, achieving at national level only 2 mayor ships in the department of Apurímac. That is how the electoral trap was consummated.
As soon as the votes were counted, President Vizcarra put a date for December 9 to the referendum to ratify the reform of the judicial and political system of Peru that is being approved in the bandits den of the Parliament. This reform raises the election of the National Council of the Judiciary by popular contest, the non-reelection of the congressmen, the return to the bicamerality in the Parliament and the control of the financing of the political parties.
Now that the municipal and regional elections have passed, with this totally undemocratic referendum, imperialism and the exploiters seek to continue legitimizing the Fujimorist regime of the Constitution of '93 with a little "makeup".
In the same sense is also the annulment of the pardon enjoyed by Fujimori, who had to return to prison. Also her daughter Keiko has been imprisoned, for now in a preventive manner for 10 days while she is being investigated for "asset washes". It is that in Peru there is not a single politician and bosses' party that is not involved in corruption cases of Odebrecht, as is normal in the functioning of the capitalist system. But today Trump comes for everything in Latin America and no longer allows any of his managers to keep a "commission" of more, because that belongs to imperialism.
The electoral trap was possible thanks to the class collaboration fronts of the Nuevo Peru Movement and the Frente Amplio.
The Frente Amplio candidate in Lima: Fernández Chacón and the renegades of Ttrotskyism, Uníos /UIT-CI in a front with the bourgeoisie, subordinating the workers with the deception that "democracy can be democratized", were a fundamental pillar to support the electoral trap
The "New Left" in Peru, the fronts of class collaboration of the Frente Amplio and New Peru, presented themselves in these elections with the bourgeois program of "democratizing democracy", without proposing to throw the Yankee bases, the rupture with imperialism , etc. So these lackeys of the transnationals are dedicated to dress as "democratic" the Fujimorist regime and its Constitution of '93, totally Bonapartist, protected by the Yankee military bases, to get the working class and the exploited from the path of revolutionary combat against their exploiters.
Without having any circumstantial difference between them, before the electoral trap they presented themselves in different candidacies. They used these elections to decide between Arana and Mendoza the supremacy that each one has towards the presidential elections, in which they will not hesitate to unify again if necessary to continue supporting the Fujimorist regime, if it is again threatened by the struggle of the exploited and the workers. But from now on, both the Frente Amplio and New Peru will continue with the 10 congressmen that each one of them has, giving it a quorum and legitimizing every anti-worker law that is approved in that real Wall Street parliament.
Today after the elections, the Trotskyism renegades of the UIT-CI try to justify their policy of class collaboration. They already wanted to pass as a "worker candidacy" that one of Fernández Chacón in Lima as part of the Frente Amplio ... but it remains more than obvious that although he was a metallurgist worker of General Motors and at the end of the 70s he was part of the historic 1977 general strike and leader of the FOCEP (Peasant Student Worker Front of Peru), the recent candidacy of Fernández Chacón was part of a class collaboration front with the bourgeoisie, with the former priest Arana, the imperialist NGOs, bourgeois ecological parties and Stalinist-Maoist groups.
Today the UIT-CI tries to cover up its policy of subordination the working class to its executioners, stating that they are an "internal tendency" of the Frente Amplio and that "Enrique's growth, with a strong media impact, is based on UNIOS and the UIT-CI we always maintained our class political independence ... ("A worker candidacy fought in Lima, Peru", 10/10) That affirmation is a vile lie! Since 2015 Unios / UIT-CI with Fernández Chacón it is dissolved within the Frente Amplio, where yesterday even the bourgeois "progressive" Humalaista Veronika Mendoza was. She was the one who voted in the congress the entrance of Yaqui Marines to Peru!
The "class political independence" policy of Fernández Chacón and ITU-CI is very strange. They embraced and defended the bourgeois Front Broad program of "democratizing democracy". They even raised a slogan of their campaign in Lima the farce of "with the vote is also fought" ... as if with a ballot the working class could go on strike, organize pickets, self-defense committees, workers militia and fight against the capitalists and their government!; a real bad taste joke to really prevent the workers from fighting against their executioners in the streets and with their methods of struggle, attacking the property of the capitalists, etc. Actually, the campaign slogan of Fernandez Chacón is more than a scam to make the working class and the exploited believe, that in the electoral trap he can "fight" against the institutions of the Fujimorist regime and then stop doing it in the streets as did, for example, in March to the cry of "Everybody out!" This is just an example of the policy of Fernandez Chacon, the ITU-CI and the entire Frente Amplio that affirms that bourgeois democracy, which is the sweetness wrapper of the fiercest dictatorship of capital, can be reformed and sweetened.

We will continue thinking that the problems are at the root and we have to address them with a new constitution ", ending this way in an open support of bosses politicians enemies of the workers.

The ITU-CI continues its electoral balance of October, 10, stating: "From UNIOS in the Frente Amplio we denounced the referendum as false and we call for a free and sovereign Constituent Assembly of the Fujimorist regime and its 1993 constitution, in the way of fighting for a government of the workers, the poor and the indigenous peoples to expel the multinationals, break with imperialism and open the way to solve the great economic and social problems of the Peruvian masses."
Nothing different from what arises the former priest Arana, who has begged Vizcarra in his referendum "to include a popular referendum to say whether or not a Constituent Assembly should be held," this is incidentally the same as the bureaucracy of the CGTP.
Beyond its small nuances, both the ITU-CI and Arana proclaim the need for a Constituent Assembly and both without calling for the expulsion of the 9 US military bases and the thousands of Yankee marines that are installed in Peru, without disarming and dissolving the genocidal officer's caste of the Armed Forces! How, according to Fernandez Chacon and the UIT-CI, a Constituent Assembly that is really free and sovereign could live together with Pentagon troops and even with a branch of the Southern Command of the USA, such as the Regional Emergency Operations Center (COER) that is being building on Peruvian soil? The Constituent Assembly is nothing more than a vulgar "peaceful way" to "defeat" a regime that is under the orders of the Yankee centurions, at a time when Peru is in an open process of colonization by Yankee imperialism.
The ITU-CI and the entire Frente Amplio are true supporters of the Fujimorist regime and thus strengthen the trap of imperialism and the bourgeoisie that with "reforms" to the Constitution of '93, seek to make up the institutions of the infamous regime to keep intact its essence of a totally Bonapartist and anti-worker regime. To this bourgeois attempt, the Frente Amplio with Fernandez Chacon and the UIT-CI "advises" it to bring "democracy to the end", at a time when the workers' movement, the poor peasants, the combative students and the oppressed masses of all Peru come to put on the agenda to conquer the "democratization" of a rotten regime, the General Revolutionary Strike to defeat the government agent of imperialism and Fujimori regime of the FTA.
This is the same recipe that raises all the renegades of Trotskyism as part of New Left along with Stalinism, as the PTS and the PO of Argentina that call to Constituent Assembly to conquer "more generous democracy" ... One of its maximum Exponents of Europe, the English SWP, the "socialists" of the queen. This recipe was already applied through its group in Zimbabwe, the ISO, which came to vote for the "democratic bourgeoisie" of the MDC and with it legitimized the electoral fraud and the military dictatorship that governs that country today. The same policy that is New Left is promoting throughout Latin America, calling in Brazil to vote for the collaboration of the classes of Haddad and the PT against the "fascist" Bolsonaro. Yesterday we did it in the hand of the renegades of the Trotskyism of the PST / LIT-CI in Colombia calling for a vote for the bourgeois Petro, backed by the business chamber of Antioquia.
These renegades of Trotskyism have taken on the old policy of class collaboration and "revolution by stages" of the Communist Parties, giving their support to "progressive bourgeoisies" and taking thus the banners of the Fourth International to the mud of Stalinism. This New Left has been transformed into the principal supporters of the regimes and the governments of the imperialist countries that apply Trump's plans, at the service of his offensive throughout Latin America.
For a Workers 'and Peasants' Congress to conquer the General Revolutionary Strike against Vizcarra's Government, the Fujimorist regime and imperialism!
The workers and exploited masses in Peru need to centralize their forces. We must organize a powerful National Workers Congress of base delegates from all the factories, establishments and mines throughout Peru and with representative delegates of agricultural workers and poor peasants, to advance in conquering the worker-peasant alliance. We must raise a single list of demands, vote for a unified plan of struggle and conquer the General Revolutionary Strike against Vizcarra's Government, the Fujimorist regime and imperialism!
Down with the bureaucracy of the CGTP of Patria Roja and the CP! Down with all the union bureaucracies! Let's generalize the path of teachers who, in the whole country, do not recognize the bureaucracy of CEN-SUTEP!
To end the looting and exploitation of our wealth and conquer our fair demands for bread, wages, work, health, education and land for the poor peasants: expropriation without compensation and under workers control of the transnational companies, the imperialist bankers and their servants, the native slavish bosses!
