The Fujimori regime has been destroyed by the mass revolutionary actions of the end of 2020. Since 2018, Peru has been agitated in massive mobilizations "Close the congress", "that everyone of them leave and not one remains." In a couple of years after the gaps in the heights, three presidents (Kuczynski, Vizcarra, Merino) fell at the hands of the workers and peasants, however, the bourgeoisie still cannot close its crisis.
The scenario that we are living today is the result of the exhaustion of the Fujimori regime, its reactionary constitution of 1993 and the bosses' parties hated by the masses. No institution of the State has legitimacy because the impoverished people know that worker and peasant blood flowed at the hands of the repressive forces, and that the parties of the regime pocketed millions of soles at the cost of leaving a looted Peru, drowned in misery and under the tutelage of the US imperialist bases.
In Peru, a crisis persists in the heights that the masses opened up in different revolutionary waves that disintegrated the Fujimorist regime, but everything indicates that Castillo will be their administrator who has already been recognized by the Gringos' OAS. What we see today is that both Castillo and Keiko accept a pact. For his part, Castillo is giving an exam to his bosses before assuming the government, because he met with the Pentagon generals, with the Lima group and as a good student he promised he will defend the interests and business of imperialism. On the other hand, Keiko Fujimori respects the pact, monitored by the OAS, as long as they respect her business. This is how Castillo’s’ government is preparing with one foot in Keiko and the other in the transnationals under the command of the Gringos and the Pentagon generals. This plan and deal is like that, and it’s possible that the deal will be signed including a rigged Constituent Assembly with all the bourgeois gangs, under the command of the OAS, the transnationals and the Lima group. That's because the bourgeoisie knows that, if the crisis continues and the elections are annulled, what will come again is the revolution because the independent mass uprising of 2020 still breathes on their back. That is why the best agent to deceive the masses and get them off the streets is Castillo.
What is happening these days is that the yankees and businessmen discipline Castillo from the School of the Americas and the Lima Group, so it’s not surprising that, after meeting with 1000 businessmen under the advice of CitiBank, he has reiterated through its spokesman Pedro Francke (former World Bank official) that "there will be no nationalizations, or expropriations", also that they will respect the FTA, the property of the transnationals and the foreign debt. What does this mean? That Castillo is not even the expression of a bourgeois semi-nationalist program such as the Bolivarian scam of the first years of the 21st century, because he comes empty-handed to implement the plans of imperialism. In other words, he is going to implement Keiko Fujimori's plan.

A true policy of class collaboration with its support for the "progressive bourgeoisie"
It was the poor workers and peasants with the combative youth those who gave all in the combats and revolutionary days in November 2020, leaving their dead in the streets, the working youth fought in the streets alongside the exploited of Lima, leaving behind the entire bourgeoisie scared because from their congress they couldn’t put a president because the masses immediately threw him out, leaving the Fujimori regime damaged and above all in a power vacuum that lasted more than one day. However, when the seizure of power by the workers and peasants through the CGTP was the order of the day, this one refused to call for a general strike and once again saved the Fujimori regime from a revolutionary fall. In this way the bourgeoisie, supported by the treacherous worker and peasant leaderships, had time to call the presidential elections and try to close its crisis.
The trap is that they want us to believe that to definitively defeat imperialism, Fujimori and his regime of the '93 Constitution, we should not advance in the revolutionary struggle of last year, but only had to deposit a paper with a vote in the ballot boxes in favor of Castillo who represents the bourgeois party of Peru Libre. All the Stalinist and former Trotskyist organizations joined around this sinister policy. In this way, Castillo's best defender has been the Stalinist leadership entrenched in the CGTP, which has formed a "National Front for Democracy and Governance." This is nothing more than a true Popular Front, which comes to put all its forces to deposit false illusions that with Castillo it will be possible to end misery and hunger for the masses and end the Fujimorist regime; when in reality it’s a cruel trap that only expresses the policy to which the general staff of the transnationals appeals for expropriate and strangle the revolutionary struggle of the Peruvian people through the actions of this eventual Popular Front government, supported by the reformist leaderships of all color and coat.
As it couldn’t be otherwise, the former Trotskyists haven’t stayed behind and have militantly followed that policy of class collaboration of the CGTP bureaucracy led by the Maoists of the Patria Roja and Stalinism. For example, Uníos / UIT-CI on its Facebook page mentions: “For the Constituent Assembly, Castillo President” (June 19, 2021), the LIT / PST affirms that it’s necessary to defend through mobilization “the popular will expressed at the polls, in the face of the reactionary attack by Fujimori and company” (June 14, 2021).
Also the PTS / FT from its Left Voice argue that the masses from "their respective regions and towns" have to promote "the mobilization demanding respect for the popular will expressed at the polls" (June 16, 2021).
It’s that as Trotsky says in the Spanish revolution:
“The theoreticians of the Popular front (as well as the LIT, the FT and the ITU in Peru, editor’s note) do not essentially go beyond the first rule of arithmetic, that is, addition: “Communists” plus Socialists plus Anarchists plus liberals add up to a total which is greater than their respective isolated numbers. Such is all their wisdom. However, arithmetic alone does not suffice here. One needs as well at least mechanics. The law of the parallelogram of forces applies to politics as well. In such a parallelogram, we know that the resultant is shorter, the more component forces diverge from each other. When political allies tend to pull in opposite directions, the resultant prove equal to zero. (…)On the contrary, the political alliance between the proletariat and the bourgeoisie, whose interests on basic questions in the present epoch diverge at an angle of 180 degrees, as a general rule is capable only of paralyzing the revolutionary force of the proletariat. ("The Lessons from Spain: the last warning", 1937. Our bolds)
In short, never did Trotskyism with its program and strategy support sectors of the "progressive" bourgeoisie as the reformists do, neither "conservative" nor "fascist" because they are staunch enemies of the proletariat with irreconcilable interests.
After the PC and Patria Roja in the CGTP leadership have once again saved the bourgeoisie, now they are trying to give the final blow to the revolutionary struggle by supporting the rigged Constituent Assembly that Castillo tries to carry out, so that the bread and the land remain in the hands of the bourgeoisie and imperialism. The policy of the former Trotskyists is a continuation of Stalinism and its old and treacherous "theory of progressive bourgeois camps", according to which the proletariat must politically subordinate itself to the supposedly "democratic" fractions of the bourgeoisie (Castillo), to confront the “right” or “fascist” fractions (Keiko), only in this way, defeating the “right”, could the working class fight for the socialist revolution. With this counterrevolutionary policy of "revolution in stages", Stalinism strangled and led to defeat hundreds of revolutions.
For the Bolsheviks in the Russian revolution, the constituent was episodic and should be used as long as it contributed to promoting the extra-parliamentary mobilization of the masses, so they can arm themselves and the rise of the Soviets, and that the masses exhaust their illusions with bourgeois democracy. On the contrary, the entire left of former Trotskyists is following in Castillo's footsteps, but this is a noose around the throats of the workers to prevent them from advancing to resume the revolutionary path of November 2020.
Reformism seeks to extend to Peru the rigged bourgeois Constituent Assembly as a cosmetic reform of the regime and apply a plan of direct agent of the transnational corporations, as in Chile. There, Castillo - just like what happened in Bolivia in 2008 - will pact with all the parties of the Fujimori regime, which are hated by the masses such as Keiko's Popular Force, and will be monitored by the OAS. And it´s of vital importance for the bourgeoisie to put a government like Castillo's, to carry out a Social Pact, possibly convene to its Constitution and restore and legitimize the regime of domination that was blown up by the revolutionary irruption of the masses, in order to finish strangling the workers' struggle and guaranteeing the joint business of the bourgeoisie, the IMF and Wall Street. The reformist left lends itself to this trap that today agitates "Castillo President" and then demands the "Constituent" that he promises, but as we saw, he is on its knees before the bourgeois gangs. So, the LIT-CI and the UIT-CI have to take responsibility for all the anti-worker measures that Castillo carries out in his eventual government and if he doesn’t assume, they are also responsible because it’s not surprising the cowardice of the Bolivarians who, like Morales or Chávez, before facing fascism or imperialism, prefer to flee by plane or hide like rats.
No pact, no reconciliation!
Let them not expropriate our revolutionary struggle of workers and peasants from deep Peru!

For a worker and peasant government that is the only one that can give a Revolutionary Constituent Assembly!
Today the bourgeoisie is desperate to have a government that guarantees their business. We workers cannot trust their electoral judges, their justice (which always ruled in favor of the looting of Peru), imperialism and the transnational companies, whom we with our forces managed to blow up for the revolutionary struggle. While they define their pacts for their next government, they have thrown the full weight of the crisis on our shoulders. They have devalued the currency by raising the price of the dollar, which has led to inflation, sinking our wages and deepening the high cost of living, with a health crisis due to the pandemic and hospitals and health services falling apart, while the Mining companies do business and continue to pollute the land of the poor peasant. We workers won nothing, we did everything to defeat Fujimori but Castillo comes to make a pact with them, with the ones that we defeated in the streets. We cannot allow it!
We must call an emergency workers and peasants Congress to kick out the traitorous Stalinist bureaucracy, to recover our struggle organizations from the hands of the traitorous leaders, impose a Revolutionary General Strike and fight for an Emergency Workers Plan to give a way out to the crisis. Faced with the attack on the cost of living and to have a decent salary, quality health and education, there is plenty of money, but imperialism steals it.
CONFIEP and the transnationals must be expropriated without compensation and under workers' control! Mine or factory that closes, furloughs or lays off must immediately pass into the hands of the workers, expropriating it without compensation and under workers' control! To wipe out the entire Fujimori regime, the CGTP has to break all ties with the bourgeoisie. We have to get back on the path of 2020 by setting up the worker and peasant alliance, together with the self-defense committees, to confront the fascist groups, the repression of the police and the armed forces.
We revolutionaries tell the workers the truth: a Revolutionary Constituent Assembly can only be carried out by a Workers 'and Peasants' Government of the CGTP supported by the self-organization and arming of the masses, and that government can only be imposed through a triumphant insurrection that destroys the bourgeois state, the Fujimori regime and its fundamental pillar, the Armed Forces, setting up the committees of rank and file soldiers. Only in this way will we be able to conquer our most heartfelt demands, such as bread, quality hospitals and supplies to face the pandemic, have the land for the poor peasant and expel imperialism and its military bases from Peru and all of Latin America.
This is not at all Castillo's program, which the entire left calls to trust. With Castillo, we will not win the salary according to the cost of living, the hours of work will not be distributed so that all the hands of the unemployed can enter to work, the land will not be given to the poor peasant. Only by trusting in our forces and setting up this Workers 'and Peasants' Congress will we not leave a trace of that corrupt fujimorat and agent of imperialism with whom Castillo wants to conciliate and negotiate. No support for Castillo and his constituent of hunger and misery for the people!
