The redouble attack and privatizing plan against Peruvian workers of the anti-worker government of Humala and TNCs must be defeated:
Down with Pulpin Law, Serving Law and the entire imperialism’s, TNCs’ and lackey Humala’s plan!
Down with FTA! Out with Humala, lackey of Wall Street!
None dismissal! Immediate re-hire of 3000 dismissed workers of CAS!
Immediate full-right jobs for outsourced workers and CAS workers!
Long live the Peruvian youth and workers’ fight!
National struggle Committee!
To unify all workers and march over CGTP to
Impose a fighting plan and the general strike
Until we defeat Humala’s and TNCs’ attack
Ollanta Humala’s right wing government, as part of the reform on the State, applies a several measures called “activating packages” in order to leave behind the severe situation it is dealing with. But, they are really packages trying to undermine labor rights, under the criteria of “liberalization of the labor market”. Like the law recently approved in the Congress for men and women between 18 and 24 pompously called “Law that promotes the youth’s access to labor market and social protection” (Law Nº 30288).
This disastrous and right denial Law Pulpin establishes, among other questions, that young men and women between 18 and 24 who are in the paycheck, will lose their right to gratifications and bonuses; they will no longer have right to utilities; they will lose the Compensations for Time of Service (CTS); and holidays per year will drop from 30 to 15 days and with half month wage (before it was a full month); women will have shorter maternity leaves; there will be massive layoffs in companies that declare themselves in bankruptcy; and there will be other labor rights eliminated.
Many young men and women stop studying to start working. This is an undeniable reality: the need to survive, the lack of opportunities; those situations force most of the youth to drop college or university to start working. At the same time, in our country there are about half million men and women between 14 and 17 who do not study or work.
The ones who receive the worst part are the men and women of the ages we just mentioned, since their condition of cheap workforce which is integrated to the labor market; they are victims of these new economic measures that only benefit the bosses, companies and TNCs that are only coming to plunder the nation. But this is also an attack to all workers of Peru since with this new low cost workforce it will be also used to “liberalize” current labor conditions to all workers: cutting wages, layoffs whenever the bosses want, end with categories, seniority in jobs, etc.
This plan of Humala’s anti-worker government against exploited youth, is part of the attack launched to end with all workers’ conquers. It is part of the attack against health workers and public servants to whom it wants to impose, after Servir Law, the plan of privatizations and massive layoffs to reduce state budgets. The state economic plan was ordered by Obama and TNCs –discussed in CELAC and transpacific pact- to end with labor rights and keep selling the nation out to capitalists’ and imperialism’s voracity, in Peru and the entire continent.
The exploited youth sets up before Humala’s and imperialist TNCs’ attack
On December 18th 12,000 young workers, students and workers met in San Martin square to march against the bloody law. Most were young workers, university students who self-called throw social networks (facebook, twiter, whatsapp, etc.). A small group of APRA members tried to get in the square but they were whistled and expelled from the square by the demonstrators.
The march continued towards Congress. There were police stopping the demonstration. There was a punch-up with the police and thanks to most of the youth the fence was broken shouting “the united people will never be defeated”, “when the law is not fair, protesting is a duty”. Thus the demonstration went towards the Congress but when it arrived to Abancay Ave. there were repressive forces as if they were in war: there were barricades, tanks, thousands of police officers ready to repress. There were confrontations but they did not break the fence, the march went back. Then the march continued towards the office of Humala’s party. There were confrontations and many workers imprisoned, who were released after.
After the first demonstration there were more with even more people. In different regions in deep Peru there were also demonstrations, which upset Humala’s government and stated that: “there must be a DERECHO DE PISO” (talking about working youth) and they said that “there is no going back with thus law”. Wall Street lackey talked like a capitalist administrator of the FTA who defends its profits. On the other hand exploited youth answered that they will not go back either and that the fight continues until the bloody law be defeated
In the demonstrations one can see that there was not any political party (at least with banners or clear signs) and some PMs who tried to snick in through demagogies were expelled.
On the hand, the surprise to the media was how they met, after many years, so many youth and how this keep increasing day after day.
With massive demonstrations, working youth started setting up in Peru. Due to the treacherous role of Stalinist bureaucracy of CGTP and union bureaucracies like FENUTSSA, young workers are fighting when health workers, public servants and doctors, miners from all over Peru combats have run out and they are out of the picture –per now- (all of them fought against Humala’s and TNCs’ plan. Out with Huaman and all CGTP bureaucracy! It must be recovered to the workers and fighters. Enough with leaders who weaken our fight! Enough with selling out our demands in the offices of Humala’s Ministeries! WE MUST REPUDIATE THE AGREEMENTS SIGNED BY FENUTSSA LEADERSHIP AND BREAK ALL THE ESPURIOS AGREEMENTS. We must break now with the “meeting board” of FENUTSSA, unions and ministers (PCM).
Enough fighting divided! Enough leaders, friends of the ministers who divide us and sello ut our fight behing workers’ backs! The attack is against all workers! All militant sectors must be unified by setting up a National Struggle Committee of all workers with rank and file delegates, rotating and with mandate revocable by the rank and file workers. A Struggle Committee that guarantees a struggle plan and impose CGTP the general strike until we defeat the bloody Servir Law, Pulpin Law and the entire attack plan of Humala and imperialism.
Down with Servir and Pulpin laws and the entire plan of Humala and TNCs! Down with FTA! Out with imperialist TNCs and Wall Street from Peru and the entire continent! Down with FTA of plunder and submission of the nation! Enough with governments lackeys of imperialism and Wall Street!
Immediate re-hire of all dismissed workers and full rights for CAS and outsourced workers! No outsourced workers, no layoff to and CAS or administrative worker.
We are all healt workers, public servants, exploited youth! 1500 soles for all workers! There is plenty of money. Imperialist TNCs take out the Money, guaranteed by Humala’s government. More budget for health system!
Triplication of university budgets! Open the road to working youth! 4 hours of study and 4 hours of work paid by the state. In order to guarantee that: Progressive taxes to capitalists’ big fortunes! Mining incomes for the Peruvians! Expropriation of bankers and TNCs under workers control!
For Self-defense Committees to face government’s repression and its police.
Let’s prepare and organize a struggling plan and general strike!
Huaman bureacracies divides those who fight; they support the government that starves the people; and they sell out all our demands and claims. Enough union bureaucracy, which supports Humala’s anti-worker government! Enough Huaman! Out with the state hands from struggling organizations! We, workers, organize as we want.
Down with compulsory union fees! Down with union bureaucracy statue! Long live workers’ and fighters’ democracy! The leaders of CGTP: DO NOT REPRESENT US.
Open the road to the fighters! Open the road to rank and file assemblies! Rotating delegate board and with revocable mandate!
