Behind the back of thousand workers who were part of the 20 days strike… Four leaders of FENUTSSA with a couple of Ministers, agents of TNCs and bankers enemies of the people, signed the sellout of health workers |

As the agreement signed in 2012 by the “old leadership” of FENUTSSA, the current leadership sold out the first and main point, together with wage increase, which was the reason why we went on the strike: We are all health workers! For the incorporation of administrative workers in the Health Reform! Against the infamous Serving Plan that threatens with permanent layoffs and miserable wages!
We went out to fight to put all heath workers in the same conditions with the same demand; that is why we fought, we clashed against police, did hunger strike, so the workers from different regions can have the same working conditions than those from Lima, that is why we fought… for $1,500 for all. That is why we unified, that is why we started the undefined strike.
We faced during these 20 days Humala´s policy, who is the representative of the bosses who slaver Peruvian workers and was here to divide us. First they pretended they were giving alms to the doctors, and after a week fighting we saw the doctors in the streets denouncing that everything was fake and a lie, “wet paper”.
Now he wanted, with Serving Plan, separate the administrative workers who also make hospitals work with our jobs, from the assistants.
In the sell out agreement signed on October 7th, four FENUTSSA leaders signed promises of increase for a minority of health workers. Increases that are only promises. Out of the agreement there are half health workers who are outsourced, from CAS, who won’t receive wage increase or labor stability.
The majority of FENUTSSA´s leadership supported this betrayal behind rank and file´s back, from us, the ones who fought… They take from us the right to decide on the faith of our fight those who made hospital stop, who blocked the streets, the majority of health workers: 4 people decided over tens of thousands. The sell out agreement wasn’t voted in rank and file assemblies in every hospital or general assemblies in the regions.
Promises of alms, papers are blown by wind, some money for a few workers and the division of the health workers. This agreement was signed by 4 leaders behind rank and file’s backs, selling out and dividing our fight.
We unified to fight and win and a handful of leaders, behind rank and file’s backs, sold out our fight and divided us. They prepare the defeat, weakened our union, divided the ranks and file.
If today administrative and CAS workers are out of the alms gave as wages, which so far are promises, the majority would have fought for nothing and what is worst, to the minority, assistant workers, who got some alms, nobody can assure them that they will receive alms from this anti-worker, lackey of TNCs and enemy of workers and people government.
The agreement signed behind rank and file’s back, with secret negotiations, where the rank and file didn’t intervene as supervisors, or wasn’t able of voting for yes or no, weakened workers’ ranks, weakened FENUTSSA. And why now is the government going to include in 2014 budget the leveling of the regions? Why is this anti-worker government going to keep its word when it promised getting Peru out of misery and today we have the country plundered by TNCs, at capitalists’ disposal with starvation and layoffs for workers and the people?
The leadership of FENUTSSA led workers to trust our executioners. They divided our forces. Papers are blown by the wind.
This is proven in the sell out agreement signed by new FENUTSSA’s bureaucracy. As prologue of the first part it says: “It is clear that all demands made by FENUTSSA leadership aren’t implicit agreements of commitments by MINSA, but they will be treated and evaluated the chances of execution in the meeting of work in the equally represented table”.
FENUTSSA’s leadership proposed us the biggest battle ever, where rank and file took with thrill in their hands and they only received the biggest defeat. They sell out in the negotiation tables what the government couldn’t achieve in the streets. We have to be clear, we have to say the truth. No one can be accomplice of this sell out because in every hospital the administrative comrades won’t see as a brother to the assistant worker; he won’t see the other unified by the same demands with the ones of CAS, who will start being dismissed by the end of the year.
They divided the ranks and file and they prepared the conditions, therefore, so tomorrow, even though getting some alms, the government ends defeating all health workers. Who divides workers´ ranks leads them to defeat and not to victory. Our class’ strength is on the unity and not on division which was imposed by FENUTSSA’s leadership in complicity and under the commands of Humala´s Ministers.
Let´s be clear: this government’s Ministers voted ending our fight and FENUTSSA´s leaders acted as their spokesmen in our ranks, dividing us.
This temporary success won’t be worth it, i.e. a partial win in a sector, unless we all win. Sooner than later, even if they are conquers, if our ranks are divided, those conquers will be lost.
On October 3rd in the march of the health workers we shouted: “It will fall, it will fall, the Minister will fall!” “Go back, go back, the incapable Minister!”
That is what strikers voted. This is what thousands of us shouted in our demonstrations in the streets. This was the fight program we defended to get $1500 wage for all of us, end with CAS contracts and Serving Plan of administrative workers.
The only way to get our demands was causing a political defeat to the government and a couple of incapable leaders only sold out our fight cowardly.
They proposed the biggest battle… They called a general indefinite strike. There were comrades willing to give their lives in hunger strikes in that fight and now they will say that “there won’t be conditions” to “get more”; that “the administrative workers didn’t fight”… THAT IS A LIE!... they will say now that our fight is known on TV, as the general secretary said, as if workers wanted to be soap opera actors. Here no one worked as an actor. We made a hard scarify to fight. We wanted and want to win because our claim is fair.
Now it is clear that the indefinite strike was a small blackmail with our great sacrifice to get alms for a few and division for all of us. They roared as lions and then they curled up as little kitties in the Minister’s lap.
Health rank and file workers gave everything. And we had and have to tell the truth: defeating the Serving Plan in health also meant coordinating with all public servants who are also under that infamous plan of outsourced workers.
During 20 days we had many opportunities with thousands of workers in the streets, to conquer the unity despite and against the leaders, with the workers organized in CITE. But this wasn’t a concern of FENUTSSA leaders. Because there isn’t a health fight that can be won, conquer $1500 for all, end outsourced workers of CAS and the administrative workers of Serving Plan, if it isn’t an unified fight of all struggling workers of Peru.
Huaman called a CGTP strike. He congratulated the fighting FENUTSSA from the balcony, but CGTP bureaucracy did not lift a finger for our claims, as part of a CGTP fight and the entire Peruvian working class. Huaman told us to vote good parliamentary members in the next elections… and in the mean time starvation, defeat and isolation of our fights.
The “Huaman” of FENUTSSA, i.e. the General Secretary Susana Palacios, announced that “the parliamentary members will defend our rights and proposals”. If this is the scenario, why did not we make a claim commissions to the parliamentary members instead of a 20 days general strike? Huaman and Susana Palacios must stop lying: none of workers’ demands were achieved by parliamentary members. Today they call us to trust them and their government commissions. They exist to disorganize our fight.
That is the result for workers. Now everything is clear: the sell out agreement of our fight is part of the same recipe that Huaman uses to sell out the entire Peruvian working class and prevents from fighting all together against this exploiter government that sell us and the country to TNCs. The recipe they give is that workers trust our enemies, in the ones who work every day to steal workers’ work and wages.
There was another way. The one of conquering, with thousands of health workers in the street, with CITE workers who are still fighting, in the middle of CGTP bureaucracy general strike (who were forced to call in order to keep control of the rank and file), a National Struggle Committee to unify all claims of Peruvian working class. This was the way to impose the General Strike until all demands of the working class be fulfilled. Because what is clear now is that we must learn from this big fight is that: whether TNCs, capitalists and their governments kneel down or they kneel us, workers and poor peasants, down…
The leaders of FENUTSSA will also say that there were not conditions to take this road… But if miners of Lima were fighting too for their demands; civil builders denounced tens of thousands layoff; doctors were fighting with us!
We, rank and file workers, were imprisoned and some comrades got hurt. There were more than enough conditions to increase our fight. But this path had to be walked with determination. FENUTSSA leadership acted isolating our fight, making them impotent and kneeling us before the government. Here rank and file didn’t surrender, leader who conspired against the indefinite strike they called did, to end signing this spurious agreement with Humala anti-worker government Minister’s, who workers wanted to defeat.
Thus they signed the agreement on October 7th that states supporting, collaborating with the Minister and “participate in the process of health reform, by contributing, suggesting and proposing to enrich the process” (art 7, page 7 of the agreement). FENUTSSA leadership become advisers of Humala anti-worker government’s Minister.
But this is health reform. It is crystal clear to all: tens of thousands outsourced workers, with labor stability; administrative workers who are about to lose their jobs whenever the government wants. This is health reform: a small budget for public health of Peruvian people and billions dollars for TNCs that they take from Peruvian minerals. This is the Health Reform Plan that doesn’t even allow the integration of administrative workers and does not give them stable and decent jobs and this is why by fighting for labor stabilization of administrative workers and against Serving Plan, we clashed against the government and its ministers in a hard 20 days fight.
FENUTSSA leadership trust MINSA, and its Minister. They kneel down before MINSA and beg to collaborate with the biggest workers’ enemies. Our country has been growing at a 6% annual rate for a decade and health workers wages in the regions have been frozen for 15 years. This is the real betrayal on the agreement signed by FENUTSSA leadership: they want to show workers’ biggest enemies as their allies. It is easier that “a camel passes through a keyhole” that one of Humala’s Ministers fulfill one promise. They have become advisers of MINSA, friends with the Minister. And the ones who signed the agreement should be responsible of every dismissed worker, every administrative worker who lose their job, of the strike days they have to pay us and the alms they gave us, which are just that: alms and wet paper.
FENUTSSA leadership should have never signed an agreement of surrender that supports the government and place itself as advisers of it. If they thought there were not conditions to keep our fight first they should have proven it; then explain before the rank and file why they called to an indefinite strike if there weren’t conditions and be responsible for it; and they must obey rank and files’ decision. Only they, in democratic assemblies and public negotiations with delegates sent to the negotiations were able to decide if there should be open a recess in the fight in order to strength it, to take a break to coordinate all sectors, to strength the unity and then go out stronger than before. But what it is not allowed is change sides and become spokesmen and allies, collaborator of the government that is health workers’ enemy as it is proved in the betrayal agreement signed.
On this agreement, the government commits to nothing except to submit any agreement to the issue of “supreme decrees”. The government refers to "supreme decrees" that it will sign, if it wants, if it pleases, and if not, it will not sign it. Because that people defend money of the profits of the bosses, they are not doing charity.
If the health administrative workers had fought to have the same regime as the care-assistants, so we were no submitted to discriminatory competition and they did not even want to give us this, after 20 days of heroic struggle. If FENUTSSA leadership had wanted to be advisers of ministers, they should have left the union! They should be hired by Humala and stop deceiving the workers and diverting our struggles! Here what has been shown is that while they support the indefinite strike and to radicalize the actions, the only thing they did –from behind- was to path the conditions to sign this sold out agreement with the minister.
DOWN WITH THE SURRENDER AGREEMENT AND THE PACT OF THE FENUTSSA LEADERSHIP WITH MINSA! WITH RANK AND FILE ASSEMBLIES AND PER REGION, WE MUST REJECT THE SURRENDER AGREEMENT OF FENUTSSA LEADERSHIP!
With Damocles´ sword over the head of most workers and with the promises which are alms, the FENUTSSA´s leadership in point eight of the treacherous agreement is committed "to prevent regional and local conflicts."
They are the "new bureaucracy of social peace" who will defend the pockets of this capitalist government at the expenses of the workers´ shoulders and selling out our conquests. Who will pay the days on strike? Does FENUTSSA leadership, who is friend of the Minister?
Any sector of our union worker who believes we got a partial victory, even to take what rightfully belongs to us, we must get concern to recover the unity all health workers so the government fulfills its promises. We must recover the unity, sector by sector in the workplace, hospital by hospital and city by city and at national level.
For doing that the first step is: LET THE MINISTER AND ANTI-WORKER GOVERNMENT FIND OUT THAT THE ONES WHO SURRENDERED WERE OUR LEADERS AND THE RANK AND FILE IS STILL STOOD UP AND WE ALL REJECT THE SOLD OUT AGREEMENT.
The minister said "all the negotiation is submitted to different supreme decrees". Then the workers will also submit to our supreme bodies, which are the rank and file assemblies, the acceptance or rejection of this agreement. We will set up single bodies with delegates per hospital and city with delegates with mandate, revocable and representative of administrative workers, contracted, and health-care assistants and doctors. WE ARE ALL HEALTH WORKERS!
In the first point of the infamous agreement signed, they said on regards to the health administrative workers: "Promote the continuation of a work table made and installed in the Presidency of the Council of Ministers" ... but if that is the bandits cave who stole the work and wages of all state workers in Peru!
At the same point, on page 2, it states that this table must "assess the FENUTSSA order to include administrative workers of the sector to the Health Reform". Here the ministers and government ... will decide and evaluate, if they want, if they make the desition voluntarily, what to do with thousands of our administrative worker comrades!
It is not possible to change a defeat for a victory! They should say that we are forced to sign it, if you think so, in order not to make a worst defeat, but let’s not say that this is a victory, this is a defeat! It is necessary to ignore this agreement because it is an infamous agreement with the government to defeat us! In any case, 4 leaders kneeled down before the ministers of this exploiters´ government have no right to sign anything unless the rank and file chooses to do so, because it is the rank and file who real guarantee the strike, stopped the hospitals, put under a risk our wages and our work!
It is necessary to recover the health workers’ unity!
The minimum first step we must take to prevent the lost of our ranks and start recovering unity of the ranks is to vote in each assembly by hospital and city and region: we do not submit to a single competition, no laysoffs of administrative workers neither to any CAS worker contracted. FIRST HOSPITAL WHICH MAKE A COMPETITION OR DISSMISS: HOSPITAL WHICH STOPS AND GO ON STRIKE.
If the care assistant worker does not receive the alms that the minister and her friends of FENUTSSA offer: hospital which stops, HOSPITAL WHICH GOES ON STRIKE.
The workers of the regions must be paid right now with the income equalization! They waited more than 10 years to have it! Let the minister, bankers, transnational companies wait until 2014; first the comrades should get the income equalization!
At the end of October, in the next pay, we get paid the strike days otherwise FENUTSSA COME BACK TO A GENERAL STRIKE!
So that the government, minister and all leaders who sold out the fight know about ir: WE WANT 1500 SOLES FOR ALL, WE ARE ALL HEALTH WORKERS!
We must restore the ranks unity. Reject the sold out and trecheroous agreement with assemblies and delegates bodies with mandate. By region and city, we must unite within the ranks what the leaders of CITE FENUTSSA AND CGTP divide. We must set up struggle committees of all state workers to defeat that damn law of Serve Plan.
The fight did not end. The fight has just started. But doing so, we must recover FENUTSSA from the hands of the ones who sold it out and to organize and prepare the path to our fight.
We must come back to fight for our demands. We have to unify what FENUTSSA bureaucracy divided. We must move forward in the path to unite and coordinate those who fight to conquer a national struggle committee to centralize all the demands and a single struggle of all workers in Peru.
We must regroup the forces who want to make clear the ones who should wait are Huaman and all the CGTP bureaucracy, who stop the general strike and left any fighting plan until next election. They can do it. Workers who live on a salary, we want our demands and our wages, and we defend our work.
National Fighting Plan! General Strike! That is the war cry of the miners, civil servants grouped in CITE, the health workers, the civil construction workers. Rank-and-file Congress with delegates of all the labor organizations in Peru. We must definitely stand up the entire Peruvian labor movement without union bureaucrats nor leaders who sell out our struggles. They, the bureaucracy of CGTP and FENUTSSA do not represent us .

For many years the deep Peru has fought, the Peru from the regions. The only thing done by the CGTP leaders is to prevent this struggle reaching Lima. That has been the outrageous role of Huaman and other bureaucrats of the CGTP. The health fight brought the demands of the workers form the regions to the center of Lima.
For that reason it was a great fight. For that reason Humala and the bureaucrats of CGTP has threaten.
And for that reason to the ones who sold out our fight to the minister, they had burned hands. Workers of the regions should not trust, not even a bit, this sold out agreement of FENUTSSA leaders. The increase is subject to 2014 budget and that is voted by congressmen. They may argue that there is no money. They have no word if today we are divided and our ranks are des-organized. The militant workers in the regions should be up fighting. There the health workers have their strength.
The government does not want Arequipazos, Moqueguazos or Baguazos in Lima because it knows its days are numbered. The government´s fate will come to an end. The repression we suffered during the 20-day strike is part of the judicial prosecution the leaders of Baguazo have, with life sentence threats; union leaders of AJEPR who want to put them in-jailed after a month of strike to workers and students with Fujimori laws. Dividing the ranks of health workers as FENUTSSA leaders did irresponsibly, will expose the best activists who were in this fight to the Fujimori regime's repression. The sweet words are heard in the ministries; in the streets we suffered repression and imprisonment.
The minister of a government of the transnational companies who plunder thousands of millions of dollars of wealth from Peru and they said there are no money for decent wages and stable jobs for the administrative workers and CAS
These servile ministers and transnational governments say there was no money. The soles and dollars from the 6% annual growth of Peru is taken by the multinationals and bankers. They want a cheap state, privatizing health for a few and letting the people die. They are not interested in life, nor health neither on education of the people.
Our demand is: increase of budget for health! No to the privatization! The only health reform we want and to conquer excellence public health is the one get, conquer and control by the health workers together with all the workers and poor peasants in Peru.
Progressive tax to the multinational companies and huge profits! The mining revenue for the Peruvian! New hospitals! Doctors with decent wages. Administrative workers and health-care assistance with job stability. High-tech equipment in hospitals for the children of workers and poor people of Peru.
If health administrative workers struggle unites us necessarily with the struggle of all CITE workers who have the same demands, our demands also join us with the fight of the education workers and students who demand increase of education budget! The struggle of all workers is united because we have to fight against this government and expel imperialism of Peru who plunders our wealth.
As it was seen in these 20 days of strike, we have to organize a big fight. Only fighting for all, we can get our conquests; get the smallest of our demands. Health, decent work and wages of workers are defended, not sell out.
Out the advisers of the Health Minister from FENUTSSA! Delegates by region with mandated voted in rank and file assembly, to take in charge of the leadership, reorganize the union from the ground and with them to come back to the path of the fight and victory! Enough of leaders who sell out and divide our fight! Enough of governments lackey of imperialism and FTA! We must conquer the unity among the workers rank with workers' democracy and unite the struggle and demands in the way of the general strike!
We must reestablish FENUTSSA without Apristist and without "new Humala" in the board! In 2012 the first ones and the second in 2013 sold out the administrative workers, contracted and the wages and fight of the workers. Everyone out! In FENUTSSA, ALL the ones fighting decide.
The leaders who refused to sign the sold out agreement have an obligation: denounce this agreement, call to ignore it, and be in the rank and file and from the assemblies and the delegates bodies, be at the needs to recover our union. In the rank and file assemblies, it will be seen with the agreements signed who is right, who the majority is and who the minority is among the health workers. No in meetings of 300 or 27 leaders, but in rank and file assemblies per hospital, region and city.
The government wants to submit us to their "supreme decrees". We, the leaders, fighters and strikers of FENUTSSA, submit to the supreme decisions of the rank and file assemblies where the ones voting and deciding are thousands of workers who are the real ones carrying on this struggle.
