PERU - 10-24-2014
We have to defeat the attack and privatization plan from the anti-worker government of Humala and the MNCs
Down with the Servir Law and the health reform!
WE ARE ALL HEALTH WORKERS!
Not a single another layoff, immediate reinstatement of all the fired workers!
Immediate designation of all the contracted and CAS workers! Wages increase: 1500 soles to all the workers!
We have to break right away with this “working table” between the FENUTSSA and the ministers from the government (PCM)
We have to repudiate the new act agreed by the FENUTSSA leadership with Humala’s ministers and break the spurious agreements.
FOR A BODY OF BASE DELEGATES FROM ALL THE WORKERS TO RE-ORGANIZE, FROM THE BOTTOM TO THE TOP, THE WORKERS FROM ALL OVER THE COUNTRY
To organize and centralize the workers’ ranks, we must re-found the FENUTSSA under class principles!
To march on the CGTP and impose them a struggle plan and the general strike
Out Huamán and the entire CGTP bureaucracy! We have to recover it for the workers and those who fight.
Down the FTA! Out the MNCs! Enough of the governments as Humala’s, servants of Wall Street

ENOUGH WITH THE GOVERNMENT’S RENEGES! IMMEDIATE WAGE INCREASE AS IT WAS ALREADY GIVEN TO THE DOCTORS AND PROFESSIONALS, WE ARE ALL HEALTH WORKERS! |
This October 23rd the indefinite strike of the health workers has been “re-initiated”. It was called by the FENUTSSA leadership headed by Susana Palacios. They call the strike to put pressure and to make effective the last act signed by the FENUTSSA leaders with the ministers of the PCM, through which the last strike was ended, with the workers receiving NOTHING. While they divided the health workers from the doctors that remained fighting alone, keeping a strike for over 130 days, for the same demands.
The agreed act states the “social peace”, when Humala’s government and the MNCs come from launching a war against the workers and against the health of the poor people. To sign these acts only weakens the struggle of the workers since through them it is called to trust the ministers and the government and that they can meet our demands; and not that only with the unity, the struggle and the forces of the workers can we snatch conquests to the exploiters and, furthermore, prevent them from keep on stealing our salaries and jobs.
Sadly, the FENUTSSA bureaucracy try to lead this strike through the impotent path of continue pushing for the fulfillment of the acts, which ends up handing out our demands for salary, wage leveling, the defense of the CAS workers and above all, the struggle for the administrative workers to enter the health reform and, together with the assistance workers, keep our ranks together to face and continue the struggle against the Servir Law. All this in exchange of a paper that compromised nobody and that was only wet paper as it was proved.
That’s why the staggered and the indefinite strikes organized by the FENUTSSA leadership headed by Susana Palacios, had no power and only weakened and wore out the energies of the workers that responded to the call for strike. If they don’t fight for the unity and the demands of all the illegal workers (outsourced), CLAS (Local Community of Health Administration), the CAS contracted, with all the hired or permanent staff, no strike could ever be victorious let alone break the arm of the exploiters and defeat their plans.
Enough of leaderships that weaken our struggle! Enough of handing out our demands in the halls of Humala’s ministries! WE HAVE TO REPUDIATE THE ACTS SIGNED BY THE BUREAUCRACY OF SUSANA PALACIOS BEHIND THE BACKS OF THE BASE WORKERS AND BREAK WITH THE SPURIOUS AGREEMENTS.
We’ve seen that we get nothing out of these “compromise” acts of the ministers and union leaders, only defeat. The workers must take in our own hands the leadership of the struggle to respond at the level of the attack of the FTA and Wall Street government. We have to set up a LARGE BODY OF BASE DELEGATES FROM ALL THE WORKERS to reorganize from the bottom to the top the workers from all across the country and organize and prepare a big struggle until we defeat the bloody Servir Law and the privatizations plans of the anti-worker government of Humala.
We are all health, state, education workers! To overthrow the hated privatizing Servir Law we have to unify all the struggling sectors setting up a National Struggle Committee of all the workers, with rotational base delegates and revocable mandate from the base. A struggle committee that can guarantee the strike and lead it to the victory, defeating the bloody Servir Law and the plan of the servant Humala.
Down with the Servir Law! Down with the plan of privatizations of Humala’s government! In defense of the education, health and public hospitals! Out the imperialist MNCs and Wall Street from Peru and the entire continent! Down with the FTA of looting and subjugation of the nation! Enough of governments servants of imperialism and Wall Street! Enough of fighting divided! Enough of union leaders, friends of ministers, that divide and hand out our struggle behind the backs of the workers!
Immediate reinstatement of all the fired workers and designation of all the CAS and outsourced workers!
There can’t be another tender, or a layoff of an administrative or CAS workers. THE HOSPITAL THAT TENDERS OR FIRES IS A HOSPITAL THAT GOES ON STRIKE!
The promises of wage leveling for the regions were nothing but a blatant lie. Immediate leveling! That the ministers live with these miserable wages and wait 10 years for a salary increase!
We can’t allow the collaborationist bureaucracy together with Humala’s government to continue handing out our conquests and our struggle.
Enough of negotiating behind the backs of the bases! Every negotiation should be public and voted in the assemblies of the base workers, with rotational observers voted by hand by the base workers!
No discounts! No increase of the working hours! We are all health workers! 1500 soles to all the workers! There is plenty of money, taken away by the imperialist MNCs guaranteed by Humala’s government.
More budget for health! Triplication of the university budget! To ensure this: progressive taxes on the capitalists’ big fortunes! The mining income for the Peruvians! We have to expropriate the bankers and the MNCs without compensation and make them work under workers’ control!
To face and defend ourselves from the suppression launched by the government before every combat of the workers, we have to set up self-defense committees to face the suppression carried by the government and their police hounds.
The bureaucracy of Huaman divides those who fight; it supports the government that starves its own people; and hands the struggle for all our demands and complaints. Enough of the union bureaucracy, supporters of the anti-worker government of Humala! Enough of Huaman! Enough of the union leaders friends of the ministers, that hand out the workers’ demands!
The CGTP leaders and the FENUTSSA bureaucracy: THEY DON’T REPRESENT US.
Open the road to those who fight! Open the road to the base assemblies! Open the road to the rotational body of delegates and with revocable mandate!
We have to unify once again the workers’ ranks, we have to stand up the Peruvian workers’ movement without union bureaucrats or leaders that hand out our struggles.
Out the hands of the state from the struggle organizations! The workers organize ourselves the way we want. Down the mandatory union fees! Down the statutes of the union bureaucracy! Long live the democracy of the workers and those who fight!
We have to prepare and organize a struggle plan and the general strike! To stop the hand of the sell-out government of Humala –FTA manager– and his redoubled attack on the workers. Down the FTA! Out Humala! Out Wall Street and imperialism from Peru!
